hotels, lodging houses, saunas, spa clinics including barber shops and the like
to provide condoms to their custormers.
The intent is for control, protection from Human Immuno- Deficiency Virus (HIV),
AIDS prevention and other sexually transmitted disease (STD).
Known as "Pagadian City STI HIV and AIDS Prevention, Ordinance of 2010
(Ordinance 2K10-307) likewise mandates posters and education materials be
visible in premises, comfort and dressing rooms of the mentioned establishments.
The use of condom is being required for customers other than legally married
couples and guidance is provided on the "correct and consistent use of the
same," the Ordinance stated.
Lewd shows, prostitution and pimping of women, acts of lasciviousness and minors
inside entertainment houses are prohibited.
Applicants seeking works in these entertainment establishments are required to
secure working permits and all entertainers like dancers, GROs, masseurs and
cocktail waitresses are to undergo weekly medical gram staining at the city
health offices, reproductive health and wellness center.
Violators are penalized P1,000 – P4,000 from first to third offense and closure
of establishment for the fourth.
The city allocates P500,000 for any campaign or projects related to this
ordinance, half of which is for medicines for STI treatment.
The ordinance likewise created the Pagadian City Multi-Sectoral Council on STI,
HIV and AIDS prevention and control, of which the tri-media is listed as a
