in Molave.&amp;#160;&amp;#160; &amp;quot;I have proven that hybrid rice farming gives me more yield and profit although it needs more capital compared to planting inbred varieties,&amp;quot; Aming declares. &lt;p&gt;&lt;br&gt;With 5.0 hectare riceland, he is one of the leading hybrid rice producers in Salug Valley Area, the known rice granary of Zamboanga del Sur.&amp;#160; Aming reckons that from 2004 to present, he devotes his area to hybrid rice.&amp;#160; Except in 2005 when he experimented with inbred varieties to compare his yield in 2004 cropping and found out that hybrid varieties like bigante give him great yield and income.&lt;p&gt;&lt;br&gt;From receiving dollars of being a seaman, he settles to earn pesos and be with his family especially so that his kids with wife, Amelita are growing up.&amp;#160;&amp;#160;&amp;#160; &amp;quot;I consider hard work, perseverance and most of all the love what I am doing are my personal inputs to my farm.&amp;#160; I am also blessed with supportive wife,&amp;quot; Aming enthuses.&amp;#160; &lt;p&gt;&lt;br&gt;Aside from rice farming, the Soposo couple also engages in balut making.&amp;#160; Their income from hybrid rice farming and balut making, can be at par of his earnings from working overseas.&amp;#160;&amp;#160;&amp;#160; &lt;p&gt;&lt;br&gt;But least Aming expects, that one day, his endeavors to produce more for own family&amp;#39;s economic advancement, he will be honored by the Department of Agriculture as Outstanding Hybrid Rice Farmer in Zamboanga Peninsula region.&amp;#160;&amp;#160; &lt;p&gt;&lt;br&gt;Aming owns a yield record high of 9.98 metric tons per hectare in 2009 with a net income of P174,640 per hectare against the P35,061 production cost each.&lt;p&gt;&lt;br&gt;Every year, DA conducts the search for National Gawad Saka Awardees to recognize farmers, fisherfolk, farming and fishing-based organizations that exhibit exemplary performance in food production and entrepreneurship contributing to the sustainable agriculture and nation&amp;#39;s food sufficiency.&lt;p&gt;&lt;br&gt;And Aming&amp;#39;s best farming practices especially on organic agriculture, catapulted him to be named as among the seven Agricultural Achievers in Region IX for 2010-2011 and gained the title as Regional Gawad Saka winner for Hybrid Rice category.&amp;#160;&amp;#160; He received cash prize of P15,000 and Plaque of Recognition from the Department of Agriculture Regional Field Unit&amp;#160; IX during the Regional Farm Family Forum.&amp;#160; &lt;p&gt;&lt;br&gt;This distinction notches him to the national level as Mr. Soposo is Zampen&amp;#39;s entry to the Search for National Gawad Saka Award to compete with all the Regional Winners of the same category from 17 administrative regions in the country.&amp;#160; &lt;p&gt;&lt;br&gt;Together with the six other Regional Gawad Saka winners, Regional Executive Director Carlos B. Alcala on April1, issued Special Orders on reassignment &lt;br&gt;and designation of DA officials, as part of the department&amp;#39;s effort to provide &lt;br&gt;faster and more efficient technical and support services aimed at attaining rice &lt;br&gt;sufficiency, food security, increasing farm and fishery productivity and incomes &lt;br&gt;and providing families with accessible, affordable and nutritious basic &lt;br&gt;agricultural food items.&lt;p&gt;Complying to Alcala&amp;#39;s order, RED Oscar O. Parawan, who led DA IX for 10 years &lt;br&gt;and three months, is now reassigned to Region XI based in Davao City.  He was &lt;br&gt;once an Assistant Regional Director here.  &lt;p&gt;Incidentally, Region XI&amp;#39;s RED Carlos B. Mendoza and Parawan were only to switch &lt;br&gt;posts with Parawan in Region IX.  The two are contemporaries and friends, since &lt;br&gt;1967.  Mendoza was Region 9&amp;#39;s Regional Technical Director in 2001.  &lt;p&gt;Ten years later, Mendoza accepted the key of responsibilities for Region IX last &lt;br&gt;April 8 in Zamboanga City after he turnedover his&amp;#39; to Parawan on the 7th in &lt;br&gt;Davao City.  &lt;p&gt;Mendoza and Parawan are both doctors of veterinary medicine from the University &lt;br&gt;of the Philippines.  Both, will turn 61 this year, have served most of their &lt;br&gt;civil service career with DA IX.&lt;p&gt;&amp;quot;It is a blessing that we only swap posts,&amp;quot; Parawan said during the turnover &lt;br&gt;ceremony.&lt;p&gt;&amp;quot;Very fortunate na nagpalitan lang ang kami because these two regions &lt;br&gt;reciprocate with one to the other because medyo progressive na ang Davao, the &lt;br&gt;farmers there are on the entrepreneurial capabilities while in Region IX is on &lt;br&gt;production side.  Pwede magshare kami ng experiences,&amp;quot; Parawan said. &lt;p&gt;&lt;br&gt;He then thanked each and every employee of DA IX, saying: &amp;quot;I became a regional &lt;br&gt;executive director because of Region IX.&amp;quot;&lt;p&gt;The reassignment, according to Parawan, is a job enrichment on the part of &lt;br&gt;individual, facing new environment, challenges and opportunities and also impart &lt;br&gt;his previous experience.  The bigger picture in it is you are strengthening the &lt;br&gt;institution (DA) because having enriched regional management that means you are &lt;br&gt;building up your capacity and capability of the institution, he said.  &lt;p&gt;Moreover, he emphasized that turnover of leadership should be as strong as &lt;br&gt;possible because DA has a huge promise to the nation - to be sufficient in rice &lt;br&gt;by 2013 on top of  the millennium challenge to reduce poverty level by 18 &lt;br&gt;percent especially in Region IX.&lt;p&gt;Mendoza, in his acceptance speech, has quoted President Benigno Aquino&amp;#39;s moral &lt;br&gt;governance coined as: &amp;quot;Matuwid na Landas&amp;quot;.&lt;p&gt;&amp;quot;Pagbutihin natin ang ating serbisyo, isipin natin paano mapasaya ang mga &lt;br&gt;magsasaka… we owe to ourselves what we can give to our clientele,&amp;quot; the incoming &lt;br&gt;RED of Region IX pointed out DA IX employees. Provido&lt;p&gt;Zamboanga del Sur – Farmers in this province are resolved that despite &lt;br&gt;difficulties in producing rice, the crop is their best bet to rise from poverty.&lt;p&gt;Armed with modest credit assistance, two rice farmers&amp;#39; associations in the towns &lt;br&gt;of Tigbao and Kumalarang have made significant progress in their lives.&lt;p&gt;Farmers in Barangay Begong in Tigbao now heave a sigh of relief after recovering &lt;br&gt;from high-interest debts incurred from non-formal lenders.  &lt;p&gt;&lt;br&gt;Begong People&amp;#39;s Organization (BPO) president Rommel Alegarbes said lack of &lt;br&gt;financial capital is a major constraint among rice farmers like him as they need &lt;br&gt;to purchase necessary inputs such as fertilizers and pesticides.&lt;p&gt;&amp;quot;Having no access to financial assistance, we are left with no option but resort &lt;br&gt;to borrowing money from traders-lenders who usually put interest as high as 30 &lt;br&gt;percent,&amp;quot; Alegarbes said.&lt;p&gt;Part of their borrowing agreement was for farmers to directly sell their produce &lt;br&gt;to these trader-lenders who dictate the buying price which oftentimes at lower &lt;br&gt;price. This system unfair financial arrangement usually short-changed farmers &lt;br&gt;and plunge them to even bigger debts.&lt;p&gt;&amp;quot;Unless we have other financial means only then we can recover from the &lt;br&gt;incurring huge debts,&amp;quot; Alegarbes added.  &lt;p&gt;&lt;br&gt;Breaking-free from huge debts&lt;p&gt;Their break came when the municipal government endorsed them as one of the &lt;br&gt;beneficiaries of the Mindanao Rural Development Program (MRDP). &lt;p&gt;&lt;br&gt;MRDP is a poverty alleviation program of the national government implemented &lt;br&gt;under the Department of Agriculture (DA). Now on its mid-term of implementation, &lt;br&gt;the program is currently addressing infrastructure and livelihood needs of small &lt;br&gt;farmers in the island region. &lt;p&gt;&lt;br&gt;Thorough the Community Fund for Agricultural Development (CFAD), the program&amp;#39;s &lt;br&gt;livelihood component, the association was able to access fund for their proposed &lt;br&gt;for rice production project in June 2010.&lt;p&gt;&amp;quot;The P250, 000 funds they received was used to finance the rice production of 23 &lt;br&gt;members during the previous cropping season. The farmers agreed that money &lt;br&gt;borrowed by its members will have a 10 percent interest which is a much lower &lt;br&gt;amount compared to non-formal lenders which charges 30 percent or more,&amp;quot; said &lt;br&gt;agricultural technician Josephine Natinga.&lt;p&gt;&amp;quot;Prompt repayment is policy strictly observed so that roll-over funds will be &lt;br&gt;extended to next in-line beneficiaries,&amp;quot; she added.&lt;p&gt;&amp;quot;This opportunity to relieve ourselves from high-interest lending happens only &lt;br&gt;once so we need to observe the policy to sustain our livelihood,&amp;quot; Alegarbes &lt;br&gt;said.&lt;p&gt;Meanwhile Alberto Umas one of the members who availed himself of the CFAD funds &lt;br&gt;said that aside from paying his debts he has also bought ducks and chicken to &lt;br&gt;augment his income.&lt;p&gt;&amp;quot;I told my fellow members to look up to me. Life was too difficult then but now &lt;br&gt;I can look forward to better income.  I can choose where to sell my palay at &lt;br&gt;much better price,&amp;quot; he said.&lt;p&gt;&amp;quot;I am glad that the assistance I received from CFAD enabled me to recover from &lt;br&gt;huge debts incurred during the previous cropping seasons and allowed me to start &lt;br&gt;anew,&amp;quot; he added.&lt;p&gt;Acquiring valuable assets&lt;p&gt;Farmers in Barangay Gawil, Kumalarang for their part have acquired farm &lt;br&gt;implements to further boost their scarce financial resources.&lt;p&gt;Similar to Begong, Gawil is another major rice producing area in Zamboanga del &lt;br&gt;Sur where farmers are heavily dependent in growing rice as their livelihood.&lt;p&gt;Valentin Pabinguit of the Gawil Irrigator&amp;#39;s Association said the funding they &lt;br&gt;have availed themselves of from CFAD was used to purchase certified seeds, &lt;br&gt;fertilizers and pesticides and distributed to their members as their inputs for &lt;br&gt;the cropping period.&lt;p&gt;&amp;quot;Based on our experience, it would be better to provide farm inputs instead of &lt;br&gt;cash so that funds will be actually spent in rice production. Farmers will have &lt;br&gt;no way of spending the allocated funds for other means such as gambling and &lt;br&gt;drinking&amp;quot; Pabinguit said.&lt;p&gt;Pabinguit said the farm inputs were given not as dole out but loan which in turn &lt;br&gt;the farmers will pay in cash with 10 percent interest. Such interest is more &lt;br&gt;affordable compared to 30 percent interest from non-formal lenders.&lt;p&gt;Aside from financing, lack of adequate farm equipment is another limiting factor &lt;br&gt;for these rice farmers to improve their production and income. The bulk of &lt;br&gt;expenses go to rental of farm equipment during land preparation and harvest &lt;br&gt;season.&lt;p&gt;&amp;quot;Private individuals are earning much from rental fees of their farm equipment &lt;br&gt;which sometimes are not available as they have to prioritize their own farming &lt;br&gt;activities,&amp;quot; Pabinguit said adding: &lt;p&gt;&lt;br&gt;&amp;quot;We have decided to buy thresher, hand tractor, and a carabao as draft animal &lt;br&gt;from the last tranche of funds downloaded to our association.  This will not &lt;br&gt;only address availability of farm equipment but also in augmenting our scarce &lt;br&gt;financial resources,&amp;quot; he added. &lt;p&gt;&lt;br&gt;The farm equipment and draft animal they have acquired are available for rent at &lt;br&gt;P1, 500 for GFIA members and P1, 600 for non-members alike. Based on the report &lt;br&gt;of their treasurer Laurencio Gaudencio, the association earned at least P15, 000 &lt;br&gt;from the previous cropping season giving them enough amount for equipment &lt;br&gt;maintenance with extra amount for their savings.&lt;p&gt;Pabinguit said members are made to realize that they have to pay back the amount &lt;br&gt;of the inputs as well as the rental fees after they have harvested their crop.  &lt;br&gt;He said farmers preferred to rent the association&amp;#39;s equipment not only because &lt;br&gt;it is cheaper but they have their share of its income.&lt;p&gt;&amp;quot;We are quite strict in implementing our policies particularly on repayment so &lt;br&gt;that each member will not be complacent with their duties and responsibilities. &lt;br&gt;Timely repayment of loans will also allow our association to expand our services &lt;br&gt;to next-in-line beneficiaries,&amp;quot; he said.&lt;p&gt;To date the association has almost doubled the funds they have availed &lt;br&gt;themselves of as their total assets (farm equipment and draft animal) is &lt;br&gt;amounted to P111,000 plus a collectible of P106,000 from members loan and rental &lt;br&gt;fees.  &lt;p&gt;&lt;br&gt;Pabinguit is optimistic that rice production in their barangay will continue to &lt;br&gt;be profitable now that farmers are gradually liberating themselves from huge &lt;br&gt;debts.&lt;p&gt;The association is planning to expand its services from farm input-lending to &lt;br&gt;palay trading to further boost their financial resources and at the same time &lt;br&gt;offer good buying price to their members.&lt;p&gt;&amp;quot;The financial assistance provided to us through MRDP and our LGU has given us &lt;br&gt;the opportunity not only to improve our income but also on how we can sustain &lt;br&gt;rice production as a profitable farming activity,&amp;quot; Pabinguit said.&lt;p&gt;MRDP program director in her report to DA Secretary Proceso Alcala said the &lt;br&gt;program is prioritizing the rice farmers in its livelihood assistance to &lt;br&gt;complement the national government&amp;#39;s goal of attaining sufficiency in rice &lt;br&gt;production.&lt;p&gt;&amp;quot;Unlike Luzon and Visayas, majority of farm areas in Mindanao are typhoon-free &lt;br&gt;making it ideal for agricultural production. The measles immunization campaign is targeting to vaccinate &lt;br&gt;6,80,333 or 19.58% children throughout Region 9.&lt;p&gt;Director Tan stated that this coming April 4 to May 4, DOH will conduct a &lt;br&gt;door-to-door Measles-Rubella Supplemental Immunization Activity (MR-SIA).  &lt;p&gt;&lt;br&gt;Parawan, being the head of food production agency, appeals to the farmers and &lt;br&gt;fisherfolk to submit their children ages 9 months up to below 8 years old who &lt;br&gt;are eligible for anti-measles immunization.&lt;p&gt;He elaborated that the farmers and fisherfolk can be more productive if they &lt;br&gt;themselves and their dependents are in good health.  Hence, he is calling their &lt;br&gt;cooperation especially those having children 9-95 months old to take note of &lt;br&gt;these dates from April 4 to May 4 and have them vaccinated with anti-measles to &lt;br&gt;keep their children away from complications.&lt;p&gt;Measles is a highly contagious viral disease which can be fatal.  It is spread &lt;br&gt;by coughing and sneezing, close and personal contact with infected nasal or &lt;br&gt;throat secretions.&lt;p&gt;Rubella, also known as German Measles, is a highly contagious but mild disease.  &lt;br&gt;The primary danger of the disease is the infection during pregnancy especially &lt;br&gt;during the first trimester of pregnancy as it can cause miscarriage. &lt;p&gt;&lt;br&gt;DOH reported that confirmed measles cases have increased from only 413 in 2007, &lt;br&gt;it reached to 1,840 up to the present.  More than 70 percent of the victims were &lt;br&gt;children who had not been vaccinated, based on DOH data.&lt;p&gt;Six children died in 2010 and as of February, this year, 2 children perished &lt;br&gt;because of measles, the data added.&lt;p&gt;In 2010, Zamboanga del Norte was reported to have high measles incidence &lt;br&gt;together with Nueva Ecija and Bulacan.&lt;p&gt;Moreover, DOH reported that last Feb. 13-19, 2011, there were confirmed measles &lt;br&gt;cases in 21 sentinel sites nationwide which include Zamboanga Sibugay and &lt;br&gt;Zamboanga del Norte.&lt;p&gt;Measles complications include bronchopneumonia, xerophthalmia, encephalitis and &lt;br&gt;the worst is death. Rosa Chan of &lt;br&gt;Santo Ni&amp;#241;o Construction, the contractor.&lt;p&gt;Under the heat of the sun, the inauguration was held in the middle road at Camp &lt;br&gt;Blessing as witnessed by barangay officials and their constituents.&lt;p&gt;InFRES project is an infrastructure project of the national government being &lt;br&gt;implemented by the Department of Agriculture (DA) totaling to P5-billion funded &lt;br&gt;by the Asian Development Bank (ADB) that hires an international project &lt;br&gt;management consultant.&lt;p&gt;Among the 1,560 municipalities and cities in the Philippines, 94 LGUs under &lt;br&gt;InFRES implementing some 143 community irrigation system, FMRs and potable water &lt;br&gt;projects, 9 are in Region 9 such as Aurora, Ramon Magsaysay, Tukuran, &lt;br&gt;Kumalarang, Bayog (all of Zamboanga del Sur), Ipil, Diplahan and Mabuhay for &lt;br&gt;Zamboanga Sibugay and Sindangan in Zamboanga del Norte.&lt;p&gt;InfRES&amp;#39; Contract Management Specialist Engr. Alcala hailed the lone graduate of an &lt;br&gt;agriculture-related course as he spoke in the 65th Commencement Exercises of &lt;br&gt;Andres Bonifacio College (ABC) in Dipolog City recently.&lt;p&gt;Alcala was invited by the Amatong&amp;#39;s to be their school&amp;#39;s Commencement Speaker &lt;br&gt;last March 19.  &lt;p&gt;&lt;br&gt;As he delivered his speech, the Secretary especially mentioned John Carlo &lt;br&gt;Realiza (not sure) for being the sole graduate for the course Bachelor of Arts &lt;br&gt;in Agricultural Technology.  &lt;p&gt;&lt;br&gt;Of the 456 graduates of various courses, Business Management Education has the &lt;br&gt;highest number of graduates at 83 followed by BS Nursing with 72.&lt;p&gt;&amp;quot;Wala talagang gustong maging magsasaka.  Nalulungkot ako dahil iisa lang ang &lt;br&gt;nakapagtapos ng kursong agrikultura. Proceso Alcala formally turned-over the &lt;br&gt;first Agricultural Tramline System (ATS) in Zamboanga Peninsula last Feb. 25.&lt;p&gt;The ATS turnover in Sitio Santa Rita and Sitio Fortunato, all of barangay La &lt;br&gt;Paz,  were among the sorties of Sec. Alcala&amp;#39;s recent visit to Zamboanga City, &lt;br&gt;who came first to Sulu province on Feb. 24.&lt;p&gt;&amp;quot;Mas mabilis at makakamura na ang mga magsasaka sa paghakot ng kanilang produkto &lt;br&gt;galing sa baba bago makarating sa merkado,&amp;quot; Sec. Alcala remarked as some 100 &lt;br&gt;kilos of banana and vegetables were carried by the ATS from the slope in transit &lt;br&gt;for five minutes only at Sitio Santa Rita.  &lt;p&gt;&lt;br&gt;Punong Barangay Salvador del Mundo, in accepting the postharvest facility from &lt;br&gt;the Department of Agriculture (DA), disclosed that for a long time, the farmers &lt;br&gt;had to pay farm laborers to carry their produce at P1 a kilo which would take &lt;br&gt;them hours to reach to the highway. &lt;p&gt;&lt;br&gt;&amp;quot;With this tramline, they (farmers) will only pay P.50 per kilo and their &lt;br&gt;produce would  reach the station in five minutes only.  Konti nalang ang labor &lt;br&gt;cost at mas mabilis na mahatid sa merkado ang aming mga produkto,&amp;quot; the punong &lt;br&gt;barangay noted.&lt;p&gt;ATS are built by the Philippine Center for Postharvest Development and &lt;br&gt;Mechanization (Philmech) in mountainous areas of Cordillera Administrative &lt;br&gt;Region, Autonomous Region of Muslim Mindanao, Central Luzon, Southern Tagalog, &lt;br&gt;MIMAROPA, Bicol, Central Visayas, Zamboanga Peninsula, Northern Mindanao and &lt;br&gt;SOCCSKSARGEN.&lt;p&gt;Regional Executive Director Oscar O. Parawan disclosed that Region 9 is having &lt;br&gt;four ATS: two in La Paz (Sitios Santa Rita and Fortunato) one in RT Lim which is &lt;br&gt;the longest (almost 1 km stretch) and one in Alicia, Zamboanga Sibugay. &lt;p&gt;&lt;br&gt;Sta. Rita ATS is 370 meters in length while in Sitio Fortunato is about 390 &lt;br&gt;stretch to serve 160 households in 150 hectares productive area.  &lt;p&gt;&lt;br&gt;A tramline system is composed of two towers on each end, pulleys, cables, a &lt;br&gt;power house, engine, two sheds and it is operated by two people end to end. It &lt;br&gt;has a loading capacity of 300 kilograms, according to Philmech Director David &lt;br&gt;Julian.&lt;p&gt;Alcala said the ATS will benefit the isolated farmers in the remote places with &lt;br&gt;ravine or slope terrain to get an alternative transport.  &lt;p&gt;&lt;br&gt;He was optimistic that DA will work for expansion and it will also carry people &lt;br&gt;with semblance of a cable car.&lt;p&gt;The secretary printed his hand at the first tramline system in Sitio Santa Rita &lt;br&gt;to be remembered as the first-ever tramline he inaugurated in ZamPen. The Baganian Peninsula is a long stretch of land surrounded &lt;br&gt;with water, some of these are the Municipalities of Dinas, Guipos, San Miguel, &lt;br&gt;Dimataling, Lapuyan and Margosatubig.&lt;br&gt;The adoption of modern Package of Technology (POT) that includes use of high-    &lt;br&gt;        yielding corn hybrids, efficient and cost-effective tillage system, &lt;br&gt;insect control,               among others gave them an average yield of 5.7 &lt;br&gt;tons per hectare of corn grains which can be sold at Php 12.00/kg during the &lt;br&gt;second cropping of 2010-2011. Actually, this was higher by 0.4 tons/ha than when &lt;br&gt;they initially planted at a total of 78 hectares during the 2010 first cropping &lt;br&gt;season. &lt;p&gt;In an interview by Mr. Felizardo M. Salomes, Regional Corn Coordinator to the &lt;br&gt;Manager of the Dinas Community Integrated Cooperative (DCICO), Mr. Nelson Nantes &lt;br&gt;planned to increase their area from 186 hectares to 200 hectares in the first &lt;br&gt;cropping this year (April – July) and double it by the second cropping &lt;br&gt;(September – December).&lt;p&gt;The DCICO is a cooperative based in Poblacion, Dinas who caters to farmers &lt;br&gt;production needs through giving of loans. Their farmer-members were &lt;br&gt;beneficiaries of Land Bank&amp;#39;s Credit window thru the cooperative. Mr. Nantes said &lt;br&gt;that &amp;quot;out of a farmer&amp;#39;s Php 25,000.00/ha of investment, he will have a net &lt;br&gt;income of more or less Php           43, 400.00/ha per season with an ideal &lt;br&gt;Return on Capital (ROC) of 174%.&amp;quot;&lt;p&gt;Mr. Peter A. Nabasca, a technical person of DCICO who is also a corn farmer told &lt;br&gt;Salomes that he recently bought one unit of sheller and a surplus truck out of &lt;br&gt;his 7.0 hectares of corn farm. He said, he can use these to ease his postharvest &lt;br&gt;operations and also to help his co-farmers. Parawan described GEF&amp;#39;s mission is the &lt;br&gt;protection of the global environment.  It is an international cooperation and &lt;br&gt;finances actions to address six critical threats to the global environment: &lt;br&gt;biodiversity loss, climate change, degradation of international waters, ozone &lt;br&gt;depletion, land degradation, and persistent organic pollutants (POPs). &lt;p&gt; &lt;br&gt;Parawan underscored that Zampen cradles seven or 67 percent of the 11 identified &lt;br&gt;sites in Mindanao within the center of coral triangle biodiversity that &lt;br&gt;straddles and spans the Philippines. &lt;p&gt; &lt;br&gt;The Sibugay launching came after the ones made in Vincenzo Sagun and &lt;br&gt;Margosatubig  in Zamboanga del Sur followed with  Rizal and Sibutad in Zamboanga &lt;br&gt;del Norte, all pertaining to its On-the-Ground Investment (OGI) component.  &lt;br&gt;Under this component, the different Peoples Organizations are enjoined and &lt;br&gt;capacitated to manage and do the agro-forestry, mangrove rehabilitation, &lt;br&gt;watershed reforestation and fish sanctuary.&lt;br&gt; &lt;br&gt;NRM Regional Focal Person Roger Bagaforo disclosed that as the OGI component &lt;br&gt;starts, the livelihood component known as Sustainable Income Generating &lt;br&gt;Activities (SIGA) will follow. The local government units are only asked to put &lt;br&gt;up 20 percent counterpart to the total cost of OGI and SIGA projects.  &lt;p&gt; &lt;br&gt;However, Bagaforo added, on the Rural Infrastructure (RI) component, the LGUs &lt;br&gt;are only to allocate 10 percent of the total cost of farm-to-market roads &lt;br&gt;because the MRDP with funding from World Bank shares the 50 percent and DA &lt;br&gt;shoulders the 40 percent.&lt;br&gt; &lt;br&gt;With this, Mabuhay Mayor Restituto Calonge expressed delight that DA-MRDP-GEF &lt;br&gt;has come their way that provides them funds for the preservation and restoration &lt;br&gt;of depleted marine resources in the three island municipalities of Zamboanga &lt;br&gt;Sibugay.   &lt;p&gt; &lt;br&gt;Likewise, he urged his constituents especially the Peoples Organizations to take &lt;br&gt;this program by heart for they are doing this for the future generations. &lt;p&gt; &lt;br&gt;Talusan Mayor Guadalupe Ramiso, on the other hand, recalled that 16 years ago, &lt;br&gt;she worked as municipal health officer of Mabuhay, those were the times when she &lt;br&gt;saw huge clams in the area while fish catch were so plenty and sold by bunch.&lt;br&gt; &lt;br&gt;&amp;quot;We have to do our share of protecting and preserving these marine resources not &lt;br&gt;only for our generation but for our children&amp;#39;s children,&amp;quot; Ramiso told her &lt;br&gt;people.&lt;br&gt; &lt;br&gt;Of the 11 identified GEF sites in Mindanao, seven are in Zamboanga Peninsula &lt;br&gt;Region, mentioned above.  Two in CARAGA region – Marihatag and San Agustin both &lt;br&gt;in Surigao del Sur and other two in ARMM – Lamitan, Basilan and Datu Blah &lt;br&gt;Sinsuat, Maguindanao.&lt;br&gt; &lt;br&gt;The DA-MRDP-GEF enjoins and capacitates the different Peoples Organizations in &lt;br&gt;the 11 sites to take part in mangrove reforestation, fish sanctuary, &lt;br&gt;agro-forestry including watershed reforestation as whatever wastes in the upland &lt;br&gt;areas will be flashed down to the seas.   &lt;p&gt; &lt;br&gt;In Talusan, for one, GEF has allotted P10.3 Million for OGI component and the &lt;br&gt;LGU will have only P1.3 Million counterpart.  There is another P7.5 Million for &lt;br&gt;SIGA and more for rural infrastructures. &lt;p&gt; &lt;br&gt;This March, the POs will start in mangrove reforestation for propagules are &lt;br&gt;available this period. It&amp;#39;s inevitable! &lt;br&gt;Power plants take years to be built and made operational.  Thus the urgency of &lt;br&gt;the matter,&amp;quot;  he wrote in his column Advocacy Mindanao.&lt;br&gt;Dureza added that the forthcoming power shortage which will hit Mindanao today &lt;br&gt;until three years from now will have an accumulated 484 MW.&lt;p&gt;This is equivalent of today&amp;#39;s power consumption of 5 primer cities of Mindanao &lt;br&gt;combined.&lt;p&gt;These cities will all bear the brunt and by then put Mindanao in the dark when &lt;br&gt;that shortfall comes, he added.&lt;p&gt;Dureza explained the necessity is to build a mix power source like geothermal, &lt;br&gt;coal and hydro power plants.&lt;p&gt;On the other hand, he also said that our &amp;quot;best bet to address the power &lt;br&gt;situation is to build power plants from renewable energy sources like solar, &lt;br&gt;wind or biomass,&amp;quot; the use of garbage to generate electricity.&lt;p&gt;But again, he said, renewable energy will not be adequate to address the &lt;br&gt;situation and is too costly.&lt;p&gt;Solar energy costs hundred of millions of dollars, wind is not dependable &lt;br&gt;anywhere in the country and hydro power is affected by climatic conditions like &lt;br&gt;El Nino.&lt;p&gt;He concluded that diesel and coal are more favorable as these have capacity &lt;br&gt;factors of 70-80 percent. Kawit, a seaside &lt;br&gt;village, and this will be covered with soil when full and left to decompose, &lt;br&gt;said Co.&lt;p&gt;The mayor&amp;#39;s call also comply with the mandates of RA 9003, the Ecological Solid &lt;br&gt;Waste Management Act of 2000, the law that presents the concept of &amp;quot;zero waste &lt;br&gt;management,&amp;quot; its practice and how everything is either recycled, reused, or &lt;br&gt;composted.&lt;p&gt;Waste segregation is also a problem in Pagadian since people throw their garbage &lt;br&gt;irresponsibly in bulk and pile in one sack without concern of the environmental, &lt;br&gt;health hazards and repercussions it brings.&lt;p&gt;A Material Recovery Facility (MRF), a solid waste transfer or sorting station, &lt;br&gt;drop off center of composting and recycling facility, was once suggested by the &lt;br&gt;DENR but it was not known whether the city government included this in its &lt;br&gt;programs.&lt;p&gt;A study made by DENR&amp;#39;s National Solid Waste Management Commission showed that a &lt;br&gt;budget of P183,000 each barangay would be needed to purchase mechanical &lt;br&gt;biodegradable and non-biodegradable smelters, shredders and other equipment for &lt;br&gt;MRFs.&lt;p&gt;It can be learned that the city has 12 garbage trucks since 2008 but only 5 are &lt;br&gt;serviceable now, disclosed the mayor. She also raised native cows, goats, sheeps and chickens that gave her not &lt;br&gt;only meat and eggs but income as well.  Last 2009, she netted some P176,975 from &lt;br&gt;beef cattle, goat and poultry alone.  &lt;p&gt;&lt;br&gt;According to Parawan the Presidential Gawad Saka awards is an annual search for &lt;br&gt;outstanding farmers nationwide to give honor and recognition for their &lt;br&gt;contribution to the attainment of national food security goal of the national &lt;br&gt;government.&lt;br&gt;Each year, Region 9 has at least two finalists.  For 2010, Jukni was joined by &lt;br&gt;Mr. &amp;amp; Mrs. Rogelio Maata and Family for the Outstanding Farm Family category.  &lt;br&gt;However, the latter, was not able to make it.  Nevertheless, the Maata Family &lt;br&gt;shall receive citation as Finalist from Mindanao.&lt;p&gt;Meanwhile, Parawan recalled that for 2009, Zampen&amp;#39;s two entries both from &lt;br&gt;Labangan town emerged as national winners, namely: Bonifacio Corpuz of Brgy. &lt;br&gt;Dalapang for Outstanding Rice category and Mr. &amp;amp; Mrs. Reynaldo Monta&amp;#241;ez &amp;amp; family &lt;br&gt;of Barangay Lower Pulacan for the Outstanding Farm Family category, &lt;br&gt;respectively.&lt;p&gt;RED Parawan said that since 1999, Region IX has been producing Outstanding &lt;br&gt;Farmers, fisherfolk who won the national award.  In 2008, a nurse by profession &lt;br&gt;turned farmer Annie Sitjar of Lantian, Labangan brought pride and honor to &lt;br&gt;Region 9 as the National Gawad Saka awardee in Small Hog Raiser category while &lt;br&gt;Edilberto Betacura from Guitran, Dumingag town for the Corn Farmer category.&lt;p&gt;In 2005, Ryan Monta&amp;#241;ez of Pulacan, Labangan was Outstanding Young Farmer winner &lt;br&gt;with Midsalip Farmers Multi-Purpose Cooperative as Outstanding Small Farmer &lt;br&gt;Organization. For 2004, Vivencio Ceniza of Ramon Magsaysay emerged as the &lt;br&gt;Outstanding Coconut Farmer in the country while Mr. and Mrs. Julius Jamero &amp;amp; &lt;br&gt;Family were adjudged as Outstanding Farm Family.&lt;p&gt;The 2000 Outstanding Young Farmer was Caritino Andrew Espina of Kaangayan, &lt;br&gt;Mahayag while his uncle and current Board Member Rogelio Saniel received &lt;br&gt;Presidential Citation as Outstanding Large Animal Raiser. It is a farm produce depot &lt;br&gt;and distribution center that serves the community.  It serves as a trading post &lt;br&gt;and showcase locally- produced vegetables and other farm products giving the &lt;br&gt;farmers additional income.&lt;p&gt;These 53 established BBs are strategically located in catchment area for &lt;br&gt;agricultural and fishery products.&lt;br&gt;Ferdinand D. Gamorot, chief of the Agribusiness and Management Division (AMAD) &lt;br&gt;of DA Regional Field Unit 9 said BBs are established for farmers &amp;amp; fisherfolk to &lt;br&gt;have accessible and direct market for their produce and for the community &lt;br&gt;consumers to buy fresh, safe and cheaper products by as much as 15 percent than &lt;br&gt;the market price because they do not pass through middlemen.&lt;p&gt;&amp;quot;At BB, we see to it that the suppliers are the farmers and fisherfolk not the &lt;br&gt;middlemen.  Kung mas daku pa ang abot sa mga farmers, AMAD can assist in &lt;br&gt;marketing their products,&amp;quot; Gamorot emphasized.&lt;br&gt;Of the 53 BBs, 17  are in Zamboanga del Norte, 13  in Zamboanga del Sur, 11  in &lt;br&gt;Zamboanga Sibugay, 9  in Zamboanga City and 3  in Isabela City. &lt;p&gt;&lt;br&gt;For a BB to be operational, DA provides P30-T to augment their  operating &lt;br&gt;capital and provide facilities and equipment such as: freezers, chillers, &lt;br&gt;plastic crates, weighing scales and calculators, among others. In addition, DA &lt;br&gt;also provides P50-T for the improvement of the BB building, when necessary.&lt;p&gt;As of December, DA 9 launched four BBs in Zamboanga del Sur located in Digon, &lt;br&gt;Margosatubig; Legarda Uno, Dinas; Poblacion, Tabina and Moradje, Josefina.   &lt;p&gt;At Poblacion Tabina&amp;#39;s, mayor Greg Dayondon was overwhelmed by the project, &lt;br&gt;saying: &amp;quot;daku kaayo ang bintaha nato nga giapil ang lungsod sa Tabina niining BB &lt;br&gt;project tungod kay gihatagan kitag P50-T for store repair, P30-T capital &amp;amp; &lt;br&gt;facilities.  Mura tag gihatagan og negosyo nga igo nalang tang maninda ug &lt;br&gt;momanage kay kompleto naman ang gihatag sa gobyerno.&amp;quot; &lt;p&gt;&lt;br&gt;&amp;quot;Busa kamong mga kababayen-an nga gitahasan sa pagmanage niini, ampingi ug &lt;br&gt;palamboa kini ninyo nga makahatag og dugang pangabuhian because you have an &lt;br&gt;assured market.  Ang abot sa mga farmers gikan sa 15 ka mga barangay, paliton sa &lt;br&gt;BB,&amp;quot; the mayor challenged.&lt;p&gt;Barangay Moradje, Josefina was the last BB launched for 2010.  At least 5 &lt;br&gt;barangays identified as source of vegetables, rootcrops, livestock and other &lt;br&gt;agri-fishery products to serve 500 households.&lt;br&gt;Moradje BB was the most ideal site, revealed Sangguniang Bayan Teresito Villas &lt;br&gt;who chairs the Agriculture committee because this will tremendously reduce the &lt;br&gt;walking distance of people just to buy some two kilos of NFA rice to the market &lt;br&gt;in Poblacion Josefina.&lt;p&gt;&amp;quot;Malooy kaayo ko sa mga tao nga magbaklay og pila ka kilometro aron lang &lt;br&gt;makapalit og bugas.  At least duol nalang ning Moradje sa taga Nemeno, Dawa, &lt;br&gt;Tagaytay ug Ebarle,&amp;quot; the town councilor said.&lt;br&gt;Vice mayor Catalino Adapon, on the other hand, stressed that instead of riding &lt;br&gt;habal-habal to the market, people can save their P60 (back and forth fare) for &lt;br&gt;some fish or other viands because these would be available in Moradje BB soon.&lt;p&gt;The barangay council of Moradje will be the one managing this BB.  &lt;p&gt;Two more BBs (under CY 2010 funding)  will be launched this February located at &lt;br&gt;Timuay Danda, Kabasalan, Zamboanga Sibugay &amp;amp; Barangay Carbon, Malamawi Island, &lt;br&gt;Isabela City. Antonio ‘Tony” Cerilles launched IRDFS last Monday, Sept. 13, as one of the opening salvo of Megayon 2010, or the 58th founding anniversary of the province.&lt;br /&gt;&lt;br /&gt;“Pinaagi sa integrated rice-duck farming system dili na magsalig ang atong mag-uuma sa mga chemical fertilizer ug pesticides nga makaot sa katambok sa yuta ug usab sa atong panglawas,” the governor said.&lt;br /&gt;&lt;br /&gt;Cerilles addred that through integrated rice duck farming system, the thrust of the government to have food sufficiency and safety will be attained since farmers would not only harvest rice but also benefit from duck meat and eggs.&lt;br /&gt;&lt;br /&gt;The launching was done in a mini ricefarm intentionally constructed for this purpose at the Provincial Government Center in Dao.&lt;br /&gt;&lt;br /&gt;It was learned that Zamboanga del Sur is a recipient of Department of Agriculture’s P1.725 million downloaded to Philippine Agrarian Reform Foundation for National Development (PARFUND) that leads the program implementation.&lt;br /&gt;&lt;br /&gt;To date, a total of 200 hectare are now covered under IRDFS in Zamboanga del Sur particularly in the municipalities of Dumingag with 100 hectares while Molave, Mahayag, Ramon Magsaysay, Tukuran, Pagadian City, Tambulig, Dumalinao, Guipos, Bayog and Tigbao has 10 hectares each.&lt;br /&gt;&lt;br /&gt;Apart from the 200 hectares, Cerilles said he has allotted five hectares in Ramon Magsaysay as IRDFS technology demonstation farm.&lt;br /&gt;&lt;br /&gt;PARFUND through its executive director Jose Noel “Butch” Olano and DA Regional Executive Director Oscar Parawan forged a Memorandum of Agreement to improve rice-production performance and ensure rice self-sufficiency in Zamboanga del Sur.&lt;br /&gt;&lt;br /&gt;The IRDFS is a technology is being handed over by PARFUND project director Jose Apollo “Poloy” Pacamalan who had replicated this technology from Japan.&lt;br /&gt;&lt;br /&gt;Under the IRDFS, DA distributed 150 ducklings in every hectare. “The IRDFS is a proven organic-farming technology that is being propagated by PARFUND,” Pacamalan said.&lt;br /&gt;&lt;br /&gt;Under the IRDFS, the use chemical-based inputs are strictly prohibited that poison the ducks which serve as weeder specialists, pest eliminators as well as organic fertilizer generators.&lt;br /&gt;&lt;br /&gt;With massive area of IRDFS, Zamboanga del Sur will become a source of healthy pure organic rice in Mindanao. Alejado&lt;br /&gt;&lt;br /&gt;At least 13 Regional Artificial Insemination Coordinators (RAICs) from the different regions of the country arrived Pagadian City to witness the inauguration of the latest Liquid Nitrogen (LN2) Plant in the Philippines last Sept. 2.&lt;br /&gt;&lt;br /&gt;Department of Agriculture (DA 9)  Regional Executive Director Oscar O. Parawan invited them as a show of force from the United National Artificial Insemination Program (UNAIP) led by national coordinator Paul Limson, who at the same time represented the Bureau of Animal Industry (BAI) as keynote speaker for the occasion.&lt;br /&gt;&lt;br /&gt;The LN2 Plant in Pagadian City is located at Barangay Danlugan.  But a day before the blessing and inauguration ceremonies, the RAICs had the UNAIP consultative meeting at Casa Emsa.  During the meeting, it was disclosed that BAI would place an animal semen bank in the LN2 plant to facilitate a one-stop transaction of securing large and small ruminant semens while  procuring a liquefied nitrogen that preserves the potency of the semens.&lt;br /&gt;&lt;br /&gt;At the LN2 inauguration, Limson said that DA thru the genetic improvement program for large and small ruminants and the UNAIP lauded the Pagadian City officialdom headed by Mayor Samuel Co for the bold step to run the latest LN2 plant in the entire country today.&lt;br /&gt;&lt;br /&gt;“The LN2 plant is the key component of the artificial insemination (AI) service for cattle, carabaos and goats.  Without LN2, no AI services occur.  We can now assure to our clients that once provided with the AI services, it will benefit the whole livestock producing populace,” Limson stressed.&lt;br /&gt;&lt;br /&gt;Significantly, Pagadian LN2 Plant is the 7th in the country and the first-ever LGU-led plant.  The first six were donated by Japan International Cooperation Agency (JICA) in 1999 ran by DA which are strategically located in Regions 3, 7, 10, 11, ABC Bukidnon and in Central semen distribution unit.&lt;br /&gt;&lt;br /&gt;Last year, according to Limson,  UNAIP documented more than 13,000 animals  produced out of AI.  If those animals are being valued outright at P10-T each a total of P130-Million was earned by the farmers out of AI alone.&lt;br /&gt;&lt;br /&gt;Considering the fact that Region 9 had no host LN2 plant before, it represents roughly 1000 heads of the more than 13,000 heads which can be easily quantified at P10-M earning by our livestock farmers.   This is apart from the dairy and meat production which can triple the income of the farmers, the national AI program coordinator said.&lt;br /&gt;&lt;br /&gt;As host of the latest model of LN2 plant, Pagadian City is now dubbed as the AI center in Western Mindanao where nearby provinces like Misamis Occidental, Lanao, Cotabato and ARMM get their AI supply.&lt;br /&gt;&lt;br /&gt;Mayor Samuel Co as host of the state-of-the-art LN2 plant in the country, thanked DA for granting the P2.5-Million as 50% counterpart for the establishment of the LN2 plant in Danlugan.&lt;br /&gt;&lt;br /&gt;However,  the total establishment cost was more than P6-Million due to importation tariffs as the machines were imported from Japan on top of the building cost.&lt;br /&gt;&lt;br /&gt;Since this is the first LGU-ran LN2 plant, Co made clear that the local government of Pagadian cannot subsidize the cost of liquefied nitrogen per liter to their clients.  Most probably, he said, “we would increase the price per liter compared to the DA-assisted plants.  Anyway, Pagadian City is much nearer compared to Cagayan de Oro, Bukidnon and Davao City where the JICA donated LN2 plants are located.”&lt;br /&gt;&lt;br /&gt;For the DA-led LN2 plants, a 30-liter mother tank only cost P2,400 at P30/liter while the animal semen can be secured from the BAI center free of charge.  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt; &lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt;WESMIARC is the research and development arm of the DA IX headed by Center Manager Dr. Francisco Geromo.&lt;span style=""&gt;  &lt;/span&gt;It was created through Executive Order No. 19 on August 1, 1991 based in Sanito, Ipil, Zamboanga Sibugay with an area of 72 hectares.&lt;span style=""&gt;   &lt;/span&gt;It is a merger of three adjacent and distinct offices, namely: Ipil Experiment Station and Seed Farm; Soil Conservation and Research Station and the Regional Integrated Agricultural Research System.&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt; &lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt;This year's host is the Regional Crop Protection Center (RCPC) in Sudlon, Molave, Zamboanga del Sur.&lt;span style=""&gt;  &lt;/span&gt;RCPC is one of the four stations comprising Cluster three stations under WESMIARC.&lt;span style=""&gt;  &lt;/span&gt;Cluster three stations also comprise Mahayag Livestock Breeding Center (MLBC), Betinan Research Station (BRS) and Dumalinao Swine Breeding Station (DSBS).&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt; &lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt;As highlight of the celebration, two separate Farmers' Field Days (FFD) were conducted at MLBC and&lt;span style=""&gt;  &lt;/span&gt;BRS&lt;span style=""&gt;  &lt;/span&gt;held last Aug. 3 and 4, respectively.&lt;/p&gt;
