The Department of Agriculture (DA) has all the praises to a strong ally of its bid to meet rice sufficiency by 2013 through a former sailor turned farmer Elmer Soposo.

Elmer is popularly known as "Aming" in Molave. "I have proven that hybrid rice farming gives me more yield and profit although it needs more capital compared to planting inbred varieties," Aming declares.

With 5.0 hectare riceland, he is one of the leading hybrid rice producers in Salug Valley Area, the known rice granary of Zamboanga del Sur. Aming reckons that from 2004 to present, he devotes his area to hybrid rice. Except in 2005 when he experimented with inbred varieties to compare his yield in 2004 cropping and found out that hybrid varieties like bigante give him great yield and income.

From receiving dollars of being a seaman, he settles to earn pesos and be with his family especially so that his kids with wife, Amelita are growing up. "I consider hard work, perseverance and most of all the love what I am doing are my personal inputs to my farm. I am also blessed with supportive wife," Aming enthuses.

Aside from rice farming, the Soposo couple also engages in balut making. Their income from hybrid rice farming and balut making, can be at par of his earnings from working overseas.

But least Aming expects, that one day, his endeavors to produce more for own family's economic advancement, he will be honored by the Department of Agriculture as Outstanding Hybrid Rice Farmer in Zamboanga Peninsula region.

Aming owns a yield record high of 9.98 metric tons per hectare in 2009 with a net income of P174,640 per hectare against the P35,061 production cost each.

Every year, DA conducts the search for National Gawad Saka Awardees to recognize farmers, fisherfolk, farming and fishing-based organizations that exhibit exemplary performance in food production and entrepreneurship contributing to the sustainable agriculture and nation's food sufficiency.

And Aming's best farming practices especially on organic agriculture, catapulted him to be named as among the seven Agricultural Achievers in Region IX for 2010-2011 and gained the title as Regional Gawad Saka winner for Hybrid Rice category. He received cash prize of P15,000 and Plaque of Recognition from the Department of Agriculture Regional Field Unit IX during the Regional Farm Family Forum.

This distinction notches him to the national level as Mr. Soposo is Zampen's entry to the Search for National Gawad Saka Award to compete with all the Regional Winners of the same category from 17 administrative regions in the country.

Together with the six other Regional Gawad Saka winners, Regional Executive Director Carlos B. Mendoza is optimistic that Soposo will make it to the National Gawad Saka Award. Winners are to receive a Presidential Trophy and

Presidential Citation and cash award of not less than P100,000 to be awarded at Malacañang by the President.

and Betty to tender good service, the Management gives them 30 percent

share of the net income.

Under this scheme, Cathy and Betty are receiving an average of P3,600

a month and it is increasing. This rate is comparable to what sales

attendants of department stores in the city are receiving today.

February 2011), Cathy and Betty were able to raise P464,504.94 gross

sales and they shared P10,933.56 each.

As the Department of Agriculture celebrates the Feast of Saint Isidore, the Patron Saint every May 15, the department also recognizes and awards farmers, fisherfolk and agriculture-related organizations within the month of May.

For the calendar year 2010-2011, Region 9 has seven Outstanding Farmers and Farmer-related organization who won the Regional Gawad Saka Award. The seven bested their fellow farmers contending for the different categories from the different towns, cities and provinces of the region.

As prized farmer-achievers, DA 9 gave them a fitting recognition and award as highlight of the Regional Farm Family Forum last May 9 and 10 at Casa Emsa, Pagadian City.

Each of them received Plaque of Recognition and P15,000 cash prize personally handed by DA9 Regional Executive Director Carlos B. Mendoza. The seven regional winners will be the entry of DA 9 to compete with the regional winners in 17 regions for the Gawad Saka Awards in the national level.

Director Mendoza congratulated the awardees and saluted their exemplary contribution to the food production and sufficiency from which have increased their income.

Mendoza cited the objective of Agri-pinoy that aims to promote active participation among farmers, NGOS, Private Sector, and LGUs for agriculture development.

He said that under Secretary Proceso J. Alcala, DA recognizes the importance of fostering partnerships and collaborative undertakings from organizations and institutions outside the government.

The awarding ceremony was witnessed by the different Rural Based Organizations (RBOs ) such as Farmers Associations, Rural Improvement Clubs (RICs) and the 4-H or the youth farming-related clubs from municipalities, cities and provinces in Region 9, whose members also vied to be the regional winners in different 4H club competitions.

Governor Antonio H. Cerilles, who was invited as honored speaker for the occasion was represented by Board Member Miguelito Ocapan, the chair of Agriculture committee at the Sangguniang Panlalawigan.

The Gawad Saka is an annual search for outstanding achievers in agriculture and fisheries who represent the various stakeholders of the community-farmers, fisherfolk, farm communities, scientists and organizations as well as DA and local government employees.

The Gawad Search boost for sustainable agriculture that addresses environmental, economic and health concerns. It aims to showcase the outstanding achievements and performances of small farmers and fishermen in transforming themselves from a marginal farmer and traditional producer of farm products into becoming entrepreneurs and key players in food sufficiency drive of the country.

Each year, Zamboanga Peninsula region always produce National Gawad Saka Winners. The Department of Agriculture (DA) Regional Field Unit IX has new Regional
Executive Director (RED) effective April 8, 2011.

DA Secretary Proceso J. Alcala on April1, issued Special Orders on reassignment
and designation of DA officials, as part of the department's effort to provide
faster and more efficient technical and support services aimed at attaining rice
sufficiency, food security, increasing farm and fishery productivity and incomes
and providing families with accessible, affordable and nutritious basic
agricultural food items.

Complying to Alcala's order, RED Oscar O. Parawan, who led DA IX for 10 years
and three months, is now reassigned to Region XI based in Davao City. He was
once an Assistant Regional Director here.

Incidentally, Region XI's RED Carlos B. Mendoza and Parawan were only to switch
posts with Parawan in Region IX. The two are contemporaries and friends, since
1967. Mendoza was Region 9's Regional Technical Director in 2001.

Ten years later, Mendoza accepted the key of responsibilities for Region IX last
April 8 in Zamboanga City after he turnedover his' to Parawan on the 7th in
Davao City.

Mendoza and Parawan are both doctors of veterinary medicine from the University
of the Philippines. Both, will turn 61 this year, have served most of their
civil service career with DA IX.

"It is a blessing that we only swap posts," Parawan said during the turnover
ceremony.

"Very fortunate na nagpalitan lang ang kami because these two regions
reciprocate with one to the other because medyo progressive na ang Davao, the
farmers there are on the entrepreneurial capabilities while in Region IX is on
production side. Pwede magshare kami ng experiences," Parawan said.

He then thanked each and every employee of DA IX, saying: "I became a regional
executive director because of Region IX."

The reassignment, according to Parawan, is a job enrichment on the part of
individual, facing new environment, challenges and opportunities and also impart
his previous experience. The bigger picture in it is you are strengthening the
institution (DA) because having enriched regional management that means you are
building up your capacity and capability of the institution, he said.

Moreover, he emphasized that turnover of leadership should be as strong as
possible because DA has a huge promise to the nation - to be sufficient in rice
by 2013 on top of the millennium challenge to reduce poverty level by 18
percent especially in Region IX.

Mendoza, in his acceptance speech, has quoted President Benigno Aquino's moral
governance coined as: "Matuwid na Landas".

"Pagbutihin natin ang ating serbisyo, isipin natin paano mapasaya ang mga
magsasaka… we owe to ourselves what we can give to our clientele," the incoming

Growing rice is Zambo farmers’ bet to rise from poverty

Zamboanga del Sur – Farmers in this province are resolved that despite
difficulties in producing rice, the crop is their best bet to rise from poverty.

Armed with modest credit assistance, two rice farmers' associations in the towns
of Tigbao and Kumalarang have made significant progress in their lives.

Farmers in Barangay Begong in Tigbao now heave a sigh of relief after recovering
from high-interest debts incurred from non-formal lenders.

Begong People's Organization (BPO) president Rommel Alegarbes said lack of
financial capital is a major constraint among rice farmers like him as they need
to purchase necessary inputs such as fertilizers and pesticides.

"Having no access to financial assistance, we are left with no option but resort
to borrowing money from traders-lenders who usually put interest as high as 30
percent," Alegarbes said.

Part of their borrowing agreement was for farmers to directly sell their produce
to these trader-lenders who dictate the buying price which oftentimes at lower
price. This system unfair financial arrangement usually short-changed farmers
and plunge them to even bigger debts.

"Unless we have other financial means only then we can recover from the
incurring huge debts," Alegarbes added.

Breaking-free from huge debts

Their break came when the municipal government endorsed them as one of the
beneficiaries of the Mindanao Rural Development Program (MRDP).

MRDP is a poverty alleviation program of the national government implemented
under the Department of Agriculture (DA). Now on its mid-term of implementation,
the program is currently addressing infrastructure and livelihood needs of small
farmers in the island region.

Thorough the Community Fund for Agricultural Development (CFAD), the program's
livelihood component, the association was able to access fund for their proposed
for rice production project in June 2010.

"The P250, 000 funds they received was used to finance the rice production of 23
members during the previous cropping season. The farmers agreed that money
borrowed by its members will have a 10 percent interest which is a much lower
amount compared to non-formal lenders which charges 30 percent or more," said
agricultural technician Josephine Natinga.

"Prompt repayment is policy strictly observed so that roll-over funds will be
extended to next in-line beneficiaries," she added.

"This opportunity to relieve ourselves from high-interest lending happens only
once so we need to observe the policy to sustain our livelihood," Alegarbes
said.

Meanwhile Alberto Umas one of the members who availed himself of the CFAD funds
said that aside from paying his debts he has also bought ducks and chicken to
augment his income.

"I told my fellow members to look up to me. Life was too difficult then but now
I can look forward to better income. I can choose where to sell my palay at
much better price," he said.

"I am glad that the assistance I received from CFAD enabled me to recover from
huge debts incurred during the previous cropping seasons and allowed me to start
anew," he added.

Acquiring valuable assets

Farmers in Barangay Gawil, Kumalarang for their part have acquired farm
implements to further boost their scarce financial resources.

Similar to Begong, Gawil is another major rice producing area in Zamboanga del
Sur where farmers are heavily dependent in growing rice as their livelihood.

Valentin Pabinguit of the Gawil Irrigator's Association said the funding they
have availed themselves of from CFAD was used to purchase certified seeds,
fertilizers and pesticides and distributed to their members as their inputs for
the cropping period.

"Based on our experience, it would be better to provide farm inputs instead of
cash so that funds will be actually spent in rice production. Farmers will have
no way of spending the allocated funds for other means such as gambling and
drinking" Pabinguit said.

Pabinguit said the farm inputs were given not as dole out but loan which in turn
the farmers will pay in cash with 10 percent interest. Such interest is more
affordable compared to 30 percent interest from non-formal lenders.

Aside from financing, lack of adequate farm equipment is another limiting factor
for these rice farmers to improve their production and income. The bulk of
expenses go to rental of farm equipment during land preparation and harvest
season.

"Private individuals are earning much from rental fees of their farm equipment
which sometimes are not available as they have to prioritize their own farming
activities," Pabinguit said adding:

"We have decided to buy thresher, hand tractor, and a carabao as draft animal
from the last tranche of funds downloaded to our association. This will not
only address availability of farm equipment but also in augmenting our scarce
financial resources," he added.

The farm equipment and draft animal they have acquired are available for rent at
P1, 500 for GFIA members and P1, 600 for non-members alike. Based on the report
of their treasurer Laurencio Gaudencio, the association earned at least P15, 000
from the previous cropping season giving them enough amount for equipment
maintenance with extra amount for their savings.

Pabinguit said members are made to realize that they have to pay back the amount
of the inputs as well as the rental fees after they have harvested their crop.
He said farmers preferred to rent the association's equipment not only because
it is cheaper but they have their share of its income.

"We are quite strict in implementing our policies particularly on repayment so
that each member will not be complacent with their duties and responsibilities.
Timely repayment of loans will also allow our association to expand our services
to next-in-line beneficiaries," he said.

To date the association has almost doubled the funds they have availed
themselves of as their total assets (farm equipment and draft animal) is
amounted to P111,000 plus a collectible of P106,000 from members loan and rental
fees.

Pabinguit is optimistic that rice production in their barangay will continue to
be profitable now that farmers are gradually liberating themselves from huge
debts.

The association is planning to expand its services from farm input-lending to
palay trading to further boost their financial resources and at the same time
offer good buying price to their members.

"The financial assistance provided to us through MRDP and our LGU has given us
the opportunity not only to improve our income but also on how we can sustain
rice production as a profitable farming activity," Pabinguit said.

MRDP program director in her report to DA Secretary Proceso Alcala said the
program is prioritizing the rice farmers in its livelihood assistance to
complement the national government's goal of attaining sufficiency in rice
production.

"Unlike Luzon and Visayas, majority of farm areas in Mindanao are typhoon-free
making it ideal for agricultural production. If enough support is given to
farmers here, the island region can significantly contribute in ensuring enough
rice supply throughout the country," Ramos said.

Parawan of Department of Agriculture 9 remarks as he supports President Aquino's
Health Agenda against measles.

Parawan has received this week an appeal for support from Department of Health
(DOH) Regional Director Aristides Tan to its program dubbed as "Iligtas sa
Tigdas ang Pinas.

In a letter, Tan informed Parawan that the Philippines is committed to eliminate
measles by 2012. The measles immunization campaign is targeting to vaccinate
6,80,333 or 19.58% children throughout Region 9.

Director Tan stated that this coming April 4 to May 4, DOH will conduct a
door-to-door Measles-Rubella Supplemental Immunization Activity (MR-SIA).

Parawan, being the head of food production agency, appeals to the farmers and
fisherfolk to submit their children ages 9 months up to below 8 years old who
are eligible for anti-measles immunization.

He elaborated that the farmers and fisherfolk can be more productive if they
themselves and their dependents are in good health. Hence, he is calling their
cooperation especially those having children 9-95 months old to take note of
these dates from April 4 to May 4 and have them vaccinated with anti-measles to
keep their children away from complications.

Measles is a highly contagious viral disease which can be fatal. It is spread
by coughing and sneezing, close and personal contact with infected nasal or
throat secretions.

Rubella, also known as German Measles, is a highly contagious but mild disease.
The primary danger of the disease is the infection during pregnancy especially
during the first trimester of pregnancy as it can cause miscarriage.

DOH reported that confirmed measles cases have increased from only 413 in 2007,
it reached to 1,840 up to the present. More than 70 percent of the victims were
children who had not been vaccinated, based on DOH data.

Six children died in 2010 and as of February, this year, 2 children perished
because of measles, the data added.

In 2010, Zamboanga del Norte was reported to have high measles incidence
together with Nueva Ecija and Bulacan.

Moreover, DOH reported that last Feb. 13-19, 2011, there were confirmed measles

Four villages in Bayog can now deliver its farm produce with ease with the new
farm-to-market road (FMR) constructed under the Infrastructure for Rural
Productivity Enhancement Sector (InfRES).

Mayor Leonardo Babasa, Jr. identified the town's interior-upland barangays as
Supon, Camp Blessing, Conakon and Datagan. "This FMR project will directly
benefit some 2,638 individuals," the mayor said.

Costing P36,759,891.08, the new FMR stretches 13.22 kilometers traversing the
four villages and was turnedover to the LGU last March 21 by Engr. Rosa Chan of
Santo Niño Construction, the contractor.

Under the heat of the sun, the inauguration was held in the middle road at Camp
Blessing as witnessed by barangay officials and their constituents.

InFRES project is an infrastructure project of the national government being
implemented by the Department of Agriculture (DA) totaling to P5-billion funded
by the Asian Development Bank (ADB) that hires an international project
management consultant.

Among the 1,560 municipalities and cities in the Philippines, 94 LGUs under
InFRES implementing some 143 community irrigation system, FMRs and potable water
projects, 9 are in Region 9 such as Aurora, Ramon Magsaysay, Tukuran,
Kumalarang, Bayog (all of Zamboanga del Sur), Ipil, Diplahan and Mabuhay for
Zamboanga Sibugay and Sindangan in Zamboanga del Norte.

InfRES' Contract Management Specialist Engr. Sunny del Socorro disclosed that
InFRES projects will end this March 31, 2011 which means that all project
implementations must be closed on or before this day.

Engr. Florencio Vivas, who represented DA Regional Executive Director Oscar O.
Parawan lauded Bayog LGU officials as well as the barangay people for
demonstrating their full support to the project.

"Nanghinaot kami nga inyo kining ampingan kay kini ang instrument para sa inyong
kalamboan (We hope that you will take care of this as this is the instrument for
your progress)," Vivas said.

Agriculture Secretary Proceso J. Alcala hailed the lone graduate of an
agriculture-related course as he spoke in the 65th Commencement Exercises of
Andres Bonifacio College (ABC) in Dipolog City recently.

Alcala was invited by the Amatong's to be their school's Commencement Speaker
last March 19.

As he delivered his speech, the Secretary especially mentioned John Carlo
Realiza (not sure) for being the sole graduate for the course Bachelor of Arts
in Agricultural Technology.

Of the 456 graduates of various courses, Business Management Education has the
highest number of graduates at 83 followed by BS Nursing with 72.

"Wala talagang gustong maging magsasaka. Nalulungkot ako dahil iisa lang ang
nakapagtapos ng kursong agrikultura. Whether we like it or not, the farmers are
feeding the nation," the secretary said.

It may be recalled that Alcala has urged youth to study agriculture-related
course while admitting that the farmers are aging not only in the Philippines
but also to other countries like Japan with average age of 60.

Alcala then declared to sponsor 10 scholars to study in Agriculture to be
enrolled in ABC aside from free tuition fees, the scholars will also receive
school allowance.

Seeing the parents of the graduates, Alcala also encouraged them to invest in
Agriculture, saying: "may pera sa pagsasaka at tataas ang living condition
ninyo."

Alcala likewise encouraged them to come and visit his learning farm in Quezon
Province which he successfully transformed the living condition of the farmers
while he was still serving as Congressman.

Farmers in La Paz, Zamboanga City demonstrated fast delivery of farm produce
from the ravine to the highway as Sec. Proceso Alcala formally turned-over the
first Agricultural Tramline System (ATS) in Zamboanga Peninsula last Feb. 25.

The ATS turnover in Sitio Santa Rita and Sitio Fortunato, all of barangay La
Paz, were among the sorties of Sec. Alcala's recent visit to Zamboanga City,
who came first to Sulu province on Feb. 24.

"Mas mabilis at makakamura na ang mga magsasaka sa paghakot ng kanilang produkto
galing sa baba bago makarating sa merkado," Sec. Alcala remarked as some 100
kilos of banana and vegetables were carried by the ATS from the slope in transit
for five minutes only at Sitio Santa Rita.

Punong Barangay Salvador del Mundo, in accepting the postharvest facility from
the Department of Agriculture (DA), disclosed that for a long time, the farmers
had to pay farm laborers to carry their produce at P1 a kilo which would take
them hours to reach to the highway.

"With this tramline, they (farmers) will only pay P.50 per kilo and their
produce would reach the station in five minutes only. Konti nalang ang labor
cost at mas mabilis na mahatid sa merkado ang aming mga produkto," the punong
barangay noted.

ATS are built by the Philippine Center for Postharvest Development and
Mechanization (Philmech) in mountainous areas of Cordillera Administrative
Region, Autonomous Region of Muslim Mindanao, Central Luzon, Southern Tagalog,
MIMAROPA, Bicol, Central Visayas, Zamboanga Peninsula, Northern Mindanao and
SOCCSKSARGEN.

Regional Executive Director Oscar O. Parawan disclosed that Region 9 is having
four ATS: two in La Paz (Sitios Santa Rita and Fortunato) one in RT Lim which is
the longest (almost 1 km stretch) and one in Alicia, Zamboanga Sibugay.

Sta. Rita ATS is 370 meters in length while in Sitio Fortunato is about 390
stretch to serve 160 households in 150 hectares productive area.

A tramline system is composed of two towers on each end, pulleys, cables, a
power house, engine, two sheds and it is operated by two people end to end. It
has a loading capacity of 300 kilograms, according to Philmech Director David
Julian.

Alcala said the ATS will benefit the isolated farmers in the remote places with
ravine or slope terrain to get an alternative transport.

He was optimistic that DA will work for expansion and it will also carry people
with semblance of a cable car.

The secretary printed his hand at the first tramline system in Sitio Santa Rita
to be remembered as the first-ever tramline he inaugurated in ZamPen. Present
during the ceremonies were Congresswoman Maria Isabelle Climaco-Salazar, City
Councilor Reynerio Candido (who represented Mayor Celso Lobregat), Philmech

Baganian farmers reap bountiful yellow corn harvest

A total of 186 hectares planted to yellow corn in the Baganian Peninsula had a
remarkable harvest. The Baganian Peninsula is a long stretch of land surrounded
with water, some of these are the Municipalities of Dinas, Guipos, San Miguel,
Dimataling, Lapuyan and Margosatubig.
The adoption of modern Package of Technology (POT) that includes use of high-
yielding corn hybrids, efficient and cost-effective tillage system,
insect control, among others gave them an average yield of 5.7
tons per hectare of corn grains which can be sold at Php 12.00/kg during the
second cropping of 2010-2011. Actually, this was higher by 0.4 tons/ha than when
they initially planted at a total of 78 hectares during the 2010 first cropping
season.

In an interview by Mr. Felizardo M. Salomes, Regional Corn Coordinator to the
Manager of the Dinas Community Integrated Cooperative (DCICO), Mr. Nelson Nantes
planned to increase their area from 186 hectares to 200 hectares in the first
cropping this year (April – July) and double it by the second cropping
(September – December).

The DCICO is a cooperative based in Poblacion, Dinas who caters to farmers
production needs through giving of loans. Their farmer-members were
beneficiaries of Land Bank's Credit window thru the cooperative. Mr. Nantes said
that "out of a farmer's Php 25,000.00/ha of investment, he will have a net
income of more or less Php 43, 400.00/ha per season with an ideal
Return on Capital (ROC) of 174%."

Mr. Peter A. Nabasca, a technical person of DCICO who is also a corn farmer told
Salomes that he recently bought one unit of sheller and a surplus truck out of
his 7.0 hectares of corn farm. He said, he can use these to ease his postharvest
operations and also to help his co-farmers. Both Nantes and Nabasca, were very
much worried with the number of loan applicants for corn production due to the
inadequacy of postharvest facilities in the area which is very necessary
particularly during the peak of the harvest season.

Salomes informed the DA management that corn farmers in the area need assistance
in terms of dryers, shellers and storage bodega to ensure the production of

The Department of Agriculture-Mindanao Rural Development Program (DA-MRDP)
launched the Global Environment Facility (GEF)'s Natural Environment Management
(NRM) sites in Region IX this February specifically in the towns of Mabuhay,
Talusan and Olutanga, all of Zamboanga Sibugay.

GEF is an independent organization that grants developing countries such as the
Philippines with transition projects related to biodiversity and environment
while promoting sustainable livelihood.

DA Regional Executive Director Oscar O. Parawan described GEF's mission is the
protection of the global environment. It is an international cooperation and
finances actions to address six critical threats to the global environment:
biodiversity loss, climate change, degradation of international waters, ozone
depletion, land degradation, and persistent organic pollutants (POPs).

Parawan underscored that Zampen cradles seven or 67 percent of the 11 identified
sites in Mindanao within the center of coral triangle biodiversity that
straddles and spans the Philippines.

The Sibugay launching came after the ones made in Vincenzo Sagun and
Margosatubig in Zamboanga del Sur followed with Rizal and Sibutad in Zamboanga
del Norte, all pertaining to its On-the-Ground Investment (OGI) component.
Under this component, the different Peoples Organizations are enjoined and
capacitated to manage and do the agro-forestry, mangrove rehabilitation,
watershed reforestation and fish sanctuary.

NRM Regional Focal Person Roger Bagaforo disclosed that as the OGI component
starts, the livelihood component known as Sustainable Income Generating
Activities (SIGA) will follow. The local government units are only asked to put
up 20 percent counterpart to the total cost of OGI and SIGA projects.

However, Bagaforo added, on the Rural Infrastructure (RI) component, the LGUs
are only to allocate 10 percent of the total cost of farm-to-market roads
because the MRDP with funding from World Bank shares the 50 percent and DA
shoulders the 40 percent.

With this, Mabuhay Mayor Restituto Calonge expressed delight that DA-MRDP-GEF
has come their way that provides them funds for the preservation and restoration
of depleted marine resources in the three island municipalities of Zamboanga
Sibugay.

Likewise, he urged his constituents especially the Peoples Organizations to take
this program by heart for they are doing this for the future generations.

Talusan Mayor Guadalupe Ramiso, on the other hand, recalled that 16 years ago,
she worked as municipal health officer of Mabuhay, those were the times when she
saw huge clams in the area while fish catch were so plenty and sold by bunch.

"We have to do our share of protecting and preserving these marine resources not
only for our generation but for our children's children," Ramiso told her
people.

Of the 11 identified GEF sites in Mindanao, seven are in Zamboanga Peninsula
Region, mentioned above. Two in CARAGA region – Marihatag and San Agustin both
in Surigao del Sur and other two in ARMM – Lamitan, Basilan and Datu Blah
Sinsuat, Maguindanao.

The DA-MRDP-GEF enjoins and capacitates the different Peoples Organizations in
the 11 sites to take part in mangrove reforestation, fish sanctuary,
agro-forestry including watershed reforestation as whatever wastes in the upland
areas will be flashed down to the seas.

In Talusan, for one, GEF has allotted P10.3 Million for OGI component and the
LGU will have only P1.3 Million counterpart. There is another P7.5 Million for
SIGA and more for rural infrastructures.

This March, the POs will start in mangrove reforestation for propagules are
available this period. Under this activity, POs will be paid for their labor

City ordinance requires condoms in hotels, barber shops

Pagadian City has legislated an ordinance for all entertainment establishments,
hotels, lodging houses, saunas, spa clinics including barber shops and the like
to provide condoms to their custormers.

The intent is for control, protection from Human Immuno- Deficiency Virus (HIV),
AIDS prevention and other sexually transmitted disease (STD).

Known as "Pagadian City STI HIV and AIDS Prevention, Ordinance of 2010
(Ordinance 2K10-307) likewise mandates posters and education materials be
visible in premises, comfort and dressing rooms of the mentioned establishments.

The use of condom is being required for customers other than legally married
couples and guidance is provided on the "correct and consistent use of the
same," the Ordinance stated.

Lewd shows, prostitution and pimping of women, acts of lasciviousness and minors
inside entertainment houses are prohibited.

Applicants seeking works in these entertainment establishments are required to
secure working permits and all entertainers like dancers, GROs, masseurs and
cocktail waitresses are to undergo weekly medical gram staining at the city
health offices, reproductive health and wellness center.

Violators are penalized P1,000 – P4,000 from first to third offense and closure
of establishment for the fourth.

The city allocates P500,000 for any campaign or projects related to this
ordinance, half of which is for medicines for STI treatment.

The ordinance likewise created the Pagadian City Multi-Sectoral Council on STI,
HIV and AIDS prevention and control, of which the tri-media is listed as a

Co acts on complaints, scolds vendors

Toe the line or else, Mayor Samuel Co warned the vegetable vendors out of their
assigned places inside Agora.

Co's warning came after he received complaints from market goers alleys inside
Agora were obstructed by rows ambulant fruit and vegetable vendors selling just
elsewhere.

Co, during his personal visit to the market, Friday, with some media members,
urged vendors to go back to their assigned stalls and stop encroaching lanes.

"Di naman na negosyo inyo, pamintaha naman na," he said.

The mayor added that he wants to put everything in perspective by properly
arranging the fruit and vegetable sections as he called on them to refrain from
worming into the market's passageways again.

He also told media later in a press conference that he will see to it that those
vendors will be put in the right and common places inside the Agora for good by
imposing penalties on them and or closure if they violate anew.

He said he plans to look for somewhere from the city market to put all fruit
vendors together in one place to lessen the inconvenience of market goers.

Co also pointed out the need for strong market law pertaining to its cleanliness
and other shenanigans practiced by unscrupulous vendors at present.

The mayor also said he is been trying to build the image of the city that is
proper and clean yet these vendors destroy that record.

P-Noy’s reason to favor Pagadian

P-Noy first went to Zamboanga City to reflect his running for Presidency but it
is Pagadian city which helped him take the cherished seat.

Because Pagadian City love the President, it named the regional government
center in Balintawak after his mother and a street fronting the City Hall was
named after his father.

Party's standard bearer because it believed in his battlecry against corruption.

Co added that if Aquino chooses to remember a little bit of these deeds the city
made for him and his family, it should be how Pagadian supported him totally.

The mayor hopes somehow this love and support would nudge the President to
decide in the city's favor and retain it as the regional center of Zamboanga
Peninsula.

For several reasons, one is EO-429 -- which Aquino's late mother, Cory, made in
1990; second is geographical proximity with other cities in the region; third,
70 percent of the regional offices already transferred in the city and
relocating them back to Zamboanga is another expense.

The city also spent much to lure these offices to transfer to Pagadian and it's
been 20 years since the order was continually defied and contested.

his new work a sacrifice for self and family as he considers it also a challenge
to improve.

Villaronte, a broadcaster and news director of RMN-
DxPR Pagadian City, was transferred to Dipolog Feb. 1.

He told this paper his listeners has yet to adjust to his voice as well as do
some name recall as he is still in his first week of handling his new
entertainment stint "Huego Todo," aired Monday to Saturday every 12:15 to
1:00pm.

"Nalipay ko kay promotion ni pero nabalaka pod ko kay dugang responsibilidad sad
ni apan naglaom ko nga mahalon ko sa taga Zanorte karong pipila ka adlaw tungod
sa akong bag-ong programa,' he said.

"Mamiss pod nako akoang mga fans dinha nga kanunay gasunod nako," he then
disclosed.

The 27-year old manager further said his staff were all respectful and he plans
to make DxDR No. 1 in programming, double its sales and raise the dignity of his
personnel.

"Nagpasalamat pod ko ni Ramil "Amid" Bangues nga iyang gibiyaan ang stasyonan
nga han-ay, ug ni Kuya Al Gesta for giving me the break ug ni RMN AVP for AM

Dureza sees need for new power plants in Mindanao

Former Press Secretary Jesus Dureza sees the need for more power plants in
Mindanao to help sustain the island's electricity needs from now until 2014.

"We all know that power shortage in Mindanao will surely come. It's inevitable!
Power plants take years to be built and made operational. Thus the urgency of
the matter," he wrote in his column Advocacy Mindanao.
Dureza added that the forthcoming power shortage which will hit Mindanao today
until three years from now will have an accumulated 484 MW.

This is equivalent of today's power consumption of 5 primer cities of Mindanao
combined.

These cities will all bear the brunt and by then put Mindanao in the dark when
that shortfall comes, he added.

Dureza explained the necessity is to build a mix power source like geothermal,
coal and hydro power plants.

On the other hand, he also said that our "best bet to address the power
situation is to build power plants from renewable energy sources like solar,
wind or biomass," the use of garbage to generate electricity.

But again, he said, renewable energy will not be adequate to address the
situation and is too costly.

Solar energy costs hundred of millions of dollars, wind is not dependable
anywhere in the country and hydro power is affected by climatic conditions like
El Nino.

He concluded that diesel and coal are more favorable as these have capacity

Zambosur focuses attention to sports

Zamboanga del Sur sees better chances in regional and national sports
competitions in the future with the construction of its new training center to
hone athletes' skills and prepare them for the big games.

Gov. Antonio Cerilles said he sees it fit to construct a sports training center
inside the 64-hectare PGC in Brgy. Dao for this vision.

Costing some P5,413,000, the training facility will include a soccer field,
physical fitness gym, track and field oval, badminton, sepak takraw, volleyball
and tennis courts, archery range and an Olympic-sized pool.

Cerilles said he intensified his sports program to motivate youths into making
sports as their past time inside an available arena and do away with illegal
drugs and other harmful activities not attuned with the social behavior for the
young.

Cerilles himself told this paper in an interview his approach fell squarely with
his anti-drug campaign and in producing healthy, sports-loving youths while
giving them opportunity to love games as hobbies with the available equipment
and facilities.

Aside from that, the governor said the sports training center will help
athletes' place good standing in regional games or be qualified in bigger
contests like the palaro and take home medals.

Cerilles disclosed that he reengineered sports by phasing out DepEd's city and
Qualci meets to prepare athletes early by selecting only those with potentials
for the regional meet and he has tasked board members, mayors and supervisors of
school districts to monitor this undertaking.

For this whole year program of selection process, Cerilles designated the mayors
to identify the games and divides sports events for them to supervise and find
talents and practice the athletes every weekend.

Co weds 162 couples en masse

Mayor Samuel wed 162 couples last Valentine's Day, in a mass wedding known as
"Kasalan ng Bayan" at the city gymnasium.

The activity was in coordination with the city government, city civil registry
and the National Statistics Office, which observes February as Civil
Registration Month.

Most pairs or 89 of them, were said to be live-in couples for about 5-10 years
already without the benefit of marriage.

Leonardo Acorda said the couples decided to legitimize their intimacy through
the city civil registrar which they granted through the Kasalan ng Bayan.

He added that the legal couple who tied the knot at present will make their
children legitimate also.

"Statistics of these illegitimate children are alarming that is why the city
government is acting on this through the kasalan.

Co, in his message, urged the new couples to be united and be strong.

"Strong families are the foundation of a society through it we pass on our
tradition, rituals and values and from them we receive the love, encouragement
and education needed to meet human challenges," he said.

"Marriages don't just happen and that married partners are not assigned by fate,
they are chosen. Kamo nagkasinabot nga magpakasal isip bana ug asawa diha

Co calls Pagadianons to segregate waste

Mayor Samuel Co called on residents to learn waste segregation and help the city
government solve its daily garbage woes.

Co said people should manage their garbage by adapting segregation, reduction or
recycle as this lessen trash and solve the headache of the government finding
ways where to dump the tons of trash collected everyday from the city.

Airing his call over his radio report last Wednesday, the mayor also disclosed
the open dumpsite in Bagong Silang, Balangasan is being rehabilitated as the
city is finding another place to throw its collected garbage.

This is why garbage for the meantime is dumped in Brgy. Kawit, a seaside
village, and this will be covered with soil when full and left to decompose,
said Co.

The mayor's call also comply with the mandates of RA 9003, the Ecological Solid
Waste Management Act of 2000, the law that presents the concept of "zero waste
management," its practice and how everything is either recycled, reused, or
composted.

Waste segregation is also a problem in Pagadian since people throw their garbage
irresponsibly in bulk and pile in one sack without concern of the environmental,
health hazards and repercussions it brings.

A Material Recovery Facility (MRF), a solid waste transfer or sorting station,
drop off center of composting and recycling facility, was once suggested by the
DENR but it was not known whether the city government included this in its
programs.

A study made by DENR's National Solid Waste Management Commission showed that a
budget of P183,000 each barangay would be needed to purchase mechanical
biodegradable and non-biodegradable smelters, shredders and other equipment for
MRFs.

It can be learned that the city has 12 garbage trucks since 2008 but only 5 are

Tony: Regional peace, development possible

Gov. Antonio Cerilles said Region 9 can attain responsive governance for peace
and development not only with itself but with its adjacent regions and
neighbors.

It's not really complicated, Cerilles added, it only takes initiative and
participation from everyone in the different areas of society including public
officials and citizens.

"Kinahanglan balanse tanan ang kalamboan sa rehiyon o tibuok peninsula dili kay
ihatag sa usa ra ka siyudad," Cerilles explained.

He cited, for example, the recent act of Misamis Occidental and the three
provinces of Zamboanga Peninsula which formed an alliance in developing the two
regions.

Broadly, this alliance is a strong unification of leaders in the mentioned
provinces for mutual cooperation, establish inter-provincial cooperation
arrangements to make member-provinces favorable to investments and prosperity.

Cerilles said this cooperation gave birth to the "Peninsula of the South," a
cluster of four provinces which aims to bring vital services to their
constituents, manage common resources and realize projects.

He added that this partnership will redound in strengthened integrated
inter-provincial economies and make way for industry clusters, both upland and
coastal zones to access technical resources for progress and economic
development strategies.

The governor further said that aside from vital services, existing facilities
will be strengthened and developed LGUs to support production, marketing access
and environment protection.

Combined, this Peninsula of the South has six cities and 84 towns.

The peninsula is basically agri-fishery-forestry area, concluded Cerilles, and

Palermo, Hawani differ views on SOS tool

Chief Inspector Michael Palermo and former police chief and now Patrol 117 and
City Traffic Aide In-charge Asuri Hawani differed in their views on what
emergency communication gadgets to use in relaying incidents and reporting
criminalities from the barangays.

However, both were in one accord on their intent, use and practicality.

Hawani favors the handheld VHF transceivers since its usually in use among radio
amateur groups while Palermo says the cellphone works the same, as everybody
nowadays own one.

Hawani explained there are groups like the Pagadian City Emergency Communication
System (Pecoms) which is authorized by the National Telecommunications
Commission to handle emergency or distress calls and relay these to authorities.

Hawani added in an interview he plans to recommend to the Liga nga mga Barangay
the use of VHF transceivers, with at least a base and four handheld radios for
the tanods.

Palermo also said its been sometime Pecoms' presence has not been felt in the
city, and that with the prevalence of cellular phones, these can still deliver
the message and reach the intended receiver since the city hosts the signal
towers of both

Smart and Globe.

"Makakatulong din naman minsan ang pulis sa logistics, like sa load," he said.

Meanwhile, Councilor Arnold Gavenia, chair of the Transportation and
Communications committee, said he will inquire on the status of all radio
communications equipment in the past used by the city and the barangays.

and the business community while some were purchased by the city and the

Dad hopeful city still regional center after moratorium

Councilor Baldomero Fernandez is hopeful Pagadian will be retained as the
regional center.

There is no other way Pres. Benigno Simeon Aquino III will change his mother's
law, Executive Order 429, because of mere politicking and close his ears to the
clamor of the people, he said.

Fernandez added, in an interview, the late Corazon Aquino's move to make
Pagadian the regional center was a peaceful struggle to bring Muslim rebellion
at bay and at the same time pave way for the development in the once sleepy
Zamboanga Peninsula region.

The fact that Zamboanga City defied the order to transfer for many years and the
continued opposition to accept Pagadian as the new regional center only showed
Zamboanga's tenacity and disrespect to the law and the late president, he
explained.

"Maayo pa kanang Zamboanga duol mana sa ARMM didto nalang sila isagol, dako pa
na sila'g matabang," he said.

He explained there were efforts since then by past and present officials to
implement EO 429, some have even died without seeing the fruits of their labor
and it is a pity these will be forgotten.

"History knows who these people are, it will be up to the present generation to
recognize their contribution," he said.

Last December a moratorium was issued by Malacanang that ordered a status quo on
the transfer, which means that all regional offices in Pagadian and Zamboanga
will stay as is, pending the result of a study.

At present, the Pagadian Regional Management and Coordinating Office status
report listed 32 offices transferred, 12 partially transferred and 6 established

City PNP releases 2010 crime stats

Total crime volume in 2010 is listed at 429, a Crime Incident Report by Pagadian
City Police Station (PCPS) stated.

Of the said number the PCPS detailed 297 as index crimes, those that involve
crimes against properties or persons, and 142 non index crimes, including
violations of special laws.

As to index crimes, physical injuries topped the list with 82 followed by theft
with 78 and murder at 61.

There were 58 robberies, 9 carnappings, 4 each for homicide and rape, and 1
cattle rustling.

Police chief inspector Michael Palermo told this paper they cleared a total of
179 and solved 123.

"Di naman tayo superman na kaya nating bantayan lahat ng tao pero nagawa natin
ng ating makakaya," he said.

"Meron naman tayong accomplishments na hindi naireport ng media, gaya ng
carnapping, hindi na nga namin jurisdiction yong lugar pero marami tayong nahuli
at narecover, he added.

Palermo also said that under his watch, the police was able to dramatically
reduce drug pushing in know lairs within urban barangays.

"Kahit tingnan ninyo ngayon din at humanap ka ng mapagbilhan ng shabu, wala na,
kasi hinuhuli kaagad naming," he said.

He also disclosed that given their sheer number, there were able to serve the
176, 835 citizens of the city well with the help of other law enforcement
agencies and well-meaning individuals.

This partnership, he said, helped average crime rate at a low between 18-27

Dubbed "Ilaw sa Kapayapaan," and held at the Tabak grandstand inside the army's
camp in Pulacan, the activity was made simultaneous nationwide as initiated by
the Office of the Presidential Adviser on the Peace Process purposely for the
harmonious flow of the soon to be held peace talks between the government and
the MILF and the CPP-NPA-NDF.

Colonel Jet Villarmino, 1st ID chief of staff, who stood in behalf of CG BGen.
Noel Coballes, called the gathering a "proof of unity for peace."

He added that the military has embarked into a "paradign shift of winning peace
through various consultations and collaboration with critical actors," as shift
from militaristic solution to people-centered security strategy.

Villarmino added that the military's present development initiative for peace
include building of schools, health centers, bridges, roads and potable water
sources even in remote towns and villages within the jurisdiction of Tabak.

Dairy farmer from Pagadian wins National Gawad Saka Award ‘10

A lady dairy farmer coveted the most prestigious National Search for Outstanding
Farmers in the Philippines representing Zamboanga Peninsula Region.

Leonora Jukni, whose farm is situated in Barangay Datagan, Pagadian venturing on
dairy cows was recently declared winner to the National Gawad Saka Award 2010
for Large Animal Raiser category.

"I was very happy to know it especially it was relayed to me on my birthday.
It's my special gift," Jukni was overjoyed as she was greeted "congratulations"
over her 58th birthday celebration by Regional Executive Director Oscar O.
Parawan who led the Department of Agriculture (DA)'s entourage of well-wishers
along with City Veterinarian Leonora Sulay and staff last Jan. 4.

According to Vivian Paule, regional Gawad Saka Award coordinator, Mrs. Jukni
shall receive P150,000 cash, trophy and citation very soon at Malacanang
hopefully to be awarded by President Noynoy Aquino.

In grateful mood, Mrs. Jukni promised to continue her milk-feeding program to
grade school pupils in Datagan so as to achieve her goal to help the government
solve the malnutrition.

It may be recalled that Gawad Saka national evaluators headed by National Dairy
Authority director Grace Acenas visited Jukni's dairy farm sometime in November
2010.

There were three finalists from Luzon, Visayas and Mindanao and fortunately,
Mrs. Jukni prevailed as the national winner, said Paule.
Jukni's love for raising farm animals was complimented by her 5 hectare estate.
Inside her P200-T barn were 10 dairy cows from New Zealand which she acquired
through loan under the national government's GMA Cares Program implemented by
NDA. She also raised native cows, goats, sheeps and chickens that gave her not
only meat and eggs but income as well. Last 2009, she netted some P176,975 from
beef cattle, goat and poultry alone.

According to Parawan the Presidential Gawad Saka awards is an annual search for
outstanding farmers nationwide to give honor and recognition for their
contribution to the attainment of national food security goal of the national
government.
Each year, Region 9 has at least two finalists. For 2010, Jukni was joined by
Mr. & Mrs. Rogelio Maata and Family for the Outstanding Farm Family category.
However, the latter, was not able to make it. Nevertheless, the Maata Family
shall receive citation as Finalist from Mindanao.

Meanwhile, Parawan recalled that for 2009, Zampen's two entries both from
Labangan town emerged as national winners, namely: Bonifacio Corpuz of Brgy.
Dalapang for Outstanding Rice category and Mr. & Mrs. Reynaldo Montañez & family
of Barangay Lower Pulacan for the Outstanding Farm Family category,
respectively.

RED Parawan said that since 1999, Region IX has been producing Outstanding
Farmers, fisherfolk who won the national award. In 2008, a nurse by profession
turned farmer Annie Sitjar of Lantian, Labangan brought pride and honor to
Region 9 as the National Gawad Saka awardee in Small Hog Raiser category while
Edilberto Betacura from Guitran, Dumingag town for the Corn Farmer category.

In 2005, Ryan Montañez of Pulacan, Labangan was Outstanding Young Farmer winner
with Midsalip Farmers Multi-Purpose Cooperative as Outstanding Small Farmer
Organization. For 2004, Vivencio Ceniza of Ramon Magsaysay emerged as the
Outstanding Coconut Farmer in the country while Mr. and Mrs. Julius Jamero &
Family were adjudged as Outstanding Farm Family.

The 2000 Outstanding Young Farmer was Caritino Andrew Espina of Kaangayan,
Mahayag while his uncle and current Board Member Rogelio Saniel received
Presidential Citation as Outstanding Large Animal Raiser. Nevertheless, Aning
Llagono of Molave was first cited as the country's Outstanding Large Animal

53 Barangay Bagsakan now in Zampen villages

Fifty-three villages in Zamboanga Peninsula have now access of Barangay Bagsakan
(BB) as of December 2010.

BB is a project of the Department of Agriculture (DA) in line with the national
government's Accelerated Hunger Mitigation Program. It is a farm produce depot
and distribution center that serves the community. It serves as a trading post
and showcase locally- produced vegetables and other farm products giving the
farmers additional income.

These 53 established BBs are strategically located in catchment area for
agricultural and fishery products.
Ferdinand D. Gamorot, chief of the Agribusiness and Management Division (AMAD)
of DA Regional Field Unit 9 said BBs are established for farmers & fisherfolk to
have accessible and direct market for their produce and for the community
consumers to buy fresh, safe and cheaper products by as much as 15 percent than
the market price because they do not pass through middlemen.

"At BB, we see to it that the suppliers are the farmers and fisherfolk not the
middlemen. Kung mas daku pa ang abot sa mga farmers, AMAD can assist in
marketing their products," Gamorot emphasized.
Of the 53 BBs, 17 are in Zamboanga del Norte, 13 in Zamboanga del Sur, 11 in
Zamboanga Sibugay, 9 in Zamboanga City and 3 in Isabela City.

For a BB to be operational, DA provides P30-T to augment their operating
capital and provide facilities and equipment such as: freezers, chillers,
plastic crates, weighing scales and calculators, among others. In addition, DA
also provides P50-T for the improvement of the BB building, when necessary.

As of December, DA 9 launched four BBs in Zamboanga del Sur located in Digon,
Margosatubig; Legarda Uno, Dinas; Poblacion, Tabina and Moradje, Josefina.

At Poblacion Tabina's, mayor Greg Dayondon was overwhelmed by the project,
saying: "daku kaayo ang bintaha nato nga giapil ang lungsod sa Tabina niining BB
project tungod kay gihatagan kitag P50-T for store repair, P30-T capital &
facilities. Mura tag gihatagan og negosyo nga igo nalang tang maninda ug
momanage kay kompleto naman ang gihatag sa gobyerno."

"Busa kamong mga kababayen-an nga gitahasan sa pagmanage niini, ampingi ug
palamboa kini ninyo nga makahatag og dugang pangabuhian because you have an
assured market. Ang abot sa mga farmers gikan sa 15 ka mga barangay, paliton sa
BB," the mayor challenged.

Barangay Moradje, Josefina was the last BB launched for 2010. At least 5
barangays identified as source of vegetables, rootcrops, livestock and other
agri-fishery products to serve 500 households.
Moradje BB was the most ideal site, revealed Sangguniang Bayan Teresito Villas
who chairs the Agriculture committee because this will tremendously reduce the
walking distance of people just to buy some two kilos of NFA rice to the market
in Poblacion Josefina.

"Malooy kaayo ko sa mga tao nga magbaklay og pila ka kilometro aron lang
makapalit og bugas. At least duol nalang ning Moradje sa taga Nemeno, Dawa,
Tagaytay ug Ebarle," the town councilor said.
Vice mayor Catalino Adapon, on the other hand, stressed that instead of riding
habal-habal to the market, people can save their P60 (back and forth fare) for
some fish or other viands because these would be available in Moradje BB soon.

The barangay council of Moradje will be the one managing this BB.

Two more BBs (under CY 2010 funding) will be launched this February located at
Timuay Danda, Kabasalan, Zamboanga Sibugay & Barangay Carbon, Malamawi Island,

Tony to make Zambosur model Rice-Duck Farming Center

THE provincial government is encouraging farmers to apply the Integrated Rice Duck Farming System (IRDFS) as a way of liberating themselves from the use of inorganic chemicals and pesticides that pollute and harm the environment.

Towards this goal, Gov. Antonio ‘Tony” Cerilles launched IRDFS last Monday, Sept. 13, as one of the opening salvo of Megayon 2010, or the 58th founding anniversary of the province.

“Pinaagi sa integrated rice-duck farming system dili na magsalig ang atong mag-uuma sa mga chemical fertilizer ug pesticides nga makaot sa katambok sa yuta ug usab sa atong panglawas,” the governor said.

Cerilles addred that through integrated rice duck farming system, the thrust of the government to have food sufficiency and safety will be attained since farmers would not only harvest rice but also benefit from duck meat and eggs.

The launching was done in a mini ricefarm intentionally constructed for this purpose at the Provincial Government Center in Dao.

It was learned that Zamboanga del Sur is a recipient of Department of Agriculture’s P1.725 million downloaded to Philippine Agrarian Reform Foundation for National Development (PARFUND) that leads the program implementation.

To date, a total of 200 hectare are now covered under IRDFS in Zamboanga del Sur particularly in the municipalities of Dumingag with 100 hectares while Molave, Mahayag, Ramon Magsaysay, Tukuran, Pagadian City, Tambulig, Dumalinao, Guipos, Bayog and Tigbao has 10 hectares each.

Apart from the 200 hectares, Cerilles said he has allotted five hectares in Ramon Magsaysay as IRDFS technology demonstation farm.

PARFUND through its executive director Jose Noel “Butch” Olano and DA Regional Executive Director Oscar Parawan forged a Memorandum of Agreement to improve rice-production performance and ensure rice self-sufficiency in Zamboanga del Sur.

The IRDFS is a technology is being handed over by PARFUND project director Jose Apollo “Poloy” Pacamalan who had replicated this technology from Japan.

Under the IRDFS, DA distributed 150 ducklings in every hectare. “The IRDFS is a proven organic-farming technology that is being propagated by PARFUND,” Pacamalan said.

Under the IRDFS, the use chemical-based inputs are strictly prohibited that poison the ducks which serve as weeder specialists, pest eliminators as well as organic fertilizer generators.

Zambasulta media tackles conflict reporting

ZAMBOANGA CITY--Journalists from Zamboanga Peninsula, Basilan, Sulu and Tawi-Tawi (Zambasulta) recently met and tackled the fundamentals of the International Humanitarian Law (IHL) along with conflict news reporting.

The International Committee of the Red Cross (ICRC) conducted the said seminar and workshop headed by Christophe Gillioz, ICRC office head, which aims in familiarizing media practitioners about ICRC’s the role and mission.

Gillioz also said that the workshop intends to train journalists in reporting humanitarian concerns and events as well as giving them safety tips in covering and reporting conflicts.

ICRC communication coordinator Anastasia Isyuk and Red Batario, executive director of International News Safety International (INSI), coached the participants on the two subjects.

Isyuk started with familiarizing the journalists with ICRC as a neutral, independent humanitarian organization whose mission is “to protect the lives and dignity of war victims and internal violence and to provide them assistance to improve their living condition.”

She pointed out that ICRC serves as the “guardian” of IHL based on the Geneva Conventions of 1949, which gives the humanitarian organization the right to carry out activities that provide protection and assistance to victims of hostilities.

The IHL, meanwhile, is a set of rules that restricts the use of weapons and methods of warfare which do not distinguish between in combatants and civilians.

One of ICRC’s activities is visiting detention centers and as Isyuk said, witnessing the poor living condition of jails in the country, their organization helps government address humanitarian problems in crowded detention places and push for the expansion of jail structures.

Gillioz also said that ICRC has been helping displaced victims of the August 2008 atrocities in Lanao del Norte and Central Mindanao due to the botched signing of the MOA-AD.

She added that ICRC has been working with the Department of Agriculture and different LGUs in the affected areas in providing continous supply of potable water and give medical treatments to children affected with disease and illnesses in the evacuation centers.

The workshop likewise imparted the role of media in reporting humanitarian concerns since “the media can give voice to the voiceless,” said Rene Guioguio, ICRC political and communication adviser.

Guioguio explained that victims of hostilities cannot simply voice out their distress to the authorities but through the media, government officials may learn and resolve it.
For Batario, he cautions the general picture of reporting conflict, saying the key to reporting conflict includes a thorough understanding the complexities of the situation.

“The journalist must ask: Does my work meet the test of reliable journalism? Is my report going to be impartial and has responsibility in it?” he said, hinting also that conflict-sensitive reporting should steer clear of using overly emotional language which may offend or may fuel aggression to any concerned parties. DA puts Pagadian in the map of livestock industry

At least 13 Regional Artificial Insemination Coordinators (RAICs) from the different regions of the country arrived Pagadian City to witness the inauguration of the latest Liquid Nitrogen (LN2) Plant in the Philippines last Sept. 2.

Department of Agriculture (DA 9) Regional Executive Director Oscar O. Parawan invited them as a show of force from the United National Artificial Insemination Program (UNAIP) led by national coordinator Paul Limson, who at the same time represented the Bureau of Animal Industry (BAI) as keynote speaker for the occasion.

The LN2 Plant in Pagadian City is located at Barangay Danlugan. But a day before the blessing and inauguration ceremonies, the RAICs had the UNAIP consultative meeting at Casa Emsa. During the meeting, it was disclosed that BAI would place an animal semen bank in the LN2 plant to facilitate a one-stop transaction of securing large and small ruminant semens while procuring a liquefied nitrogen that preserves the potency of the semens.

At the LN2 inauguration, Limson said that DA thru the genetic improvement program for large and small ruminants and the UNAIP lauded the Pagadian City officialdom headed by Mayor Samuel Co for the bold step to run the latest LN2 plant in the entire country today.

“The LN2 plant is the key component of the artificial insemination (AI) service for cattle, carabaos and goats. Without LN2, no AI services occur. We can now assure to our clients that once provided with the AI services, it will benefit the whole livestock producing populace,” Limson stressed.

Significantly, Pagadian LN2 Plant is the 7th in the country and the first-ever LGU-led plant. The first six were donated by Japan International Cooperation Agency (JICA) in 1999 ran by DA which are strategically located in Regions 3, 7, 10, 11, ABC Bukidnon and in Central semen distribution unit.

Last year, according to Limson, UNAIP documented more than 13,000 animals produced out of AI. If those animals are being valued outright at P10-T each a total of P130-Million was earned by the farmers out of AI alone.

Considering the fact that Region 9 had no host LN2 plant before, it represents roughly 1000 heads of the more than 13,000 heads which can be easily quantified at P10-M earning by our livestock farmers. This is apart from the dairy and meat production which can triple the income of the farmers, the national AI program coordinator said.

As host of the latest model of LN2 plant, Pagadian City is now dubbed as the AI center in Western Mindanao where nearby provinces like Misamis Occidental, Lanao, Cotabato and ARMM get their AI supply.

Mayor Samuel Co as host of the state-of-the-art LN2 plant in the country, thanked DA for granting the P2.5-Million as 50% counterpart for the establishment of the LN2 plant in Danlugan.

However, the total establishment cost was more than P6-Million due to importation tariffs as the machines were imported from Japan on top of the building cost.

Since this is the first LGU-ran LN2 plant, Co made clear that the local government of Pagadian cannot subsidize the cost of liquefied nitrogen per liter to their clients. Most probably, he said, “we would increase the price per liter compared to the DA-assisted plants. Anyway, Pagadian City is much nearer compared to Cagayan de Oro, Bukidnon and Davao City where the JICA donated LN2 plants are located.”

For the DA-led LN2 plants, a 30-liter mother tank only cost P2,400 at P30/liter while the animal semen can be secured from the BAI center free of charge. But with BAI’s move to put semen bank at the Pagadian LN2 Plant, eventually, Pagadian will be the center for AI program in Western Mindanao.

DA-WESMIARC marks 19th anniversary with farmers

Some 200 farmers witnessed the technology research and development projects of the Department of Agriculture's Western Mindanao Integrated Agricultural Research Center's (DA-WESMIARC) on its 19th anniversary celebration early August.

WESMIARC is the research and development arm of the DA IX headed by Center Manager Dr. Francisco Geromo. It was created through Executive Order No. 19 on August 1, 1991 based in Sanito, Ipil, Zamboanga Sibugay with an area of 72 hectares. It is a merger of three adjacent and distinct offices, namely: Ipil Experiment Station and Seed Farm; Soil Conservation and Research Station and the Regional Integrated Agricultural Research System.

This year's host is the Regional Crop Protection Center (RCPC) in Sudlon, Molave, Zamboanga del Sur. RCPC is one of the four stations comprising Cluster three stations under WESMIARC. Cluster three stations also comprise Mahayag Livestock Breeding Center (MLBC), Betinan Research Station (BRS) and Dumalinao Swine Breeding Station (DSBS).

As highlight of the celebration, two separate Farmers' Field Days (FFD) were conducted at MLBC and BRS held last Aug. 3 and 4, respectively.

With the theme: "Mitigating the effects of Climate Change through Research and Development Interventions," DA-WESMIARC invited these farmers being the possible end user-adapters of farming technologies it is promoting.

In the program, Regional Executive Director Oscar O. Parawan underscored the fact that Climate Change occurrence cannot be avoided but its adverse effects to our livelihood can be lessened by adapting farming technologies that can sustain or withstand to El Niño or El Niña phenomena.

Parawan said that the conduct of FFD is a significant activity of the DA to let the farmers know what the Department is doing to mitigate adverse effects of Climate Change in terms of food production.

Day 1 of FFD was at MLBC where farmers were made to observe that native chickens can be upgraded through crossbreeding with Jolohano chickens to increase its dwindling population.

According to Parawan, crossbreeding technology can be easily replicated by the farmers and the MLBC personnel are willing to assist those who are interested.

MLBC has 24-hectare rolling area that superintendent Felixia Bomes utilizes a portion for a techno demo farm for native and Jolohano crossbreeding chicken production. MLBC showcases proper housing and management of crossbred chickens that can lay eggs even during dry spell.

William Jabla, president of Lower Lodiong Farmers Association in Tambulig led his members to observe how to manage the Jolohano cockerel mate with native chickens and multiply their offsprings. Other group of farmers came from Mahayag, Molave, Dumingag, Aurora, Ramon Magsasay, Midsalip and Pagadian City.

Bomes told the farmers, "we continue our symbiotic relationship and cooperation so we achieve improvement in our respective farms."

On FFD day 2, BRS superintendent and Cluster three head Priscilla Jover ushered the WESMIARC family together with 75 farmers to a technology demo farm of peanut, pigeon pea intercropped with corn and cassava in Legarda Uno, Dinas.

Jover informed the farmers that Region 9 is one of the seven regions in the country as recipient of the International Crop Research Institute for the Semi Arid Tropics (ICRISAT) based in Hydrabad, India.

For Region IX, BRS is tasked to study on the adaptability of ICRISAT peanut and pigeon pea varieties to Zamboanga Peninsula soils under the fertilizer trial and seed increase technologies of best varieties for seed multiplication. They are now on the second stage of the study during wet season.

Done with the first test on dry season, Jover disclosed to have three best variety bets: NSICPN 11, NSICPN15 and ICGV 00350.

Whatever is the result of their study, DA will already know which variety adaptable to the area. (Remai S. Alejado/DA 9)

DA turns over rehabilitated irrigation canal in Ipil

IPIL, SIBUGAY—Department of Agriculture (DA) Regional Executive Director Oscar Parawan recently turned over the newly rehabilitated Upper Pangi irrigation canal project to the Ipil Irrigators Multi Purpose Cooperative (IIMPC).

The irrigation canal, reinforced with concrete lining, has a total length of 450 meters and was improved with a total cost of P2 million under DA’s Zamboanga Peninsula Integrated Agricultural Development Program (ZIADP).

Constructed in 1979, the said project was first rehabilitated under the DA’s Rural Infrastructure Development Program (RIDP) and currently serves 180 hectares of rainfed areas.

Parawan said that the 7.5-kilometers irrigation canal is “a lot of investment” and that the area being rehabilitated is one of the priority areas for concreting in response to the national government’s thrust of increasing rice production for self-sufficiency by 2013.

The agriculture official also urged farmers to “redesign their cropping schedule” to adjust with the changing climate “because we can not go against the weather.” For example, Parawan suggests that during dry season, farmers should plant drought- resistant crop varieties while for rainy season, the flood tolerant ones.

Mayor Eldwin Alibutdan, in his message during the turn-over ceremony, thanked Parawan for considering the request of the municipality to rehabilitate the said irrigation canal as he challenged the IIMPC “to take care and maintain the project.”

Ramon Gonzales, IIMPC chairman, also said that their group “accepted the project with a promise to do their part in sustaining the irrigation canal” and added that they look forward for more projects from DA.
